Description
The U. S. Department of Commerce, National Marine Fisheries Service (NMFS), intends to procure services for a Right Whale/Shipping Industry Liaison. The purpose of this acquisition is to increase and improve NMFS's communications with federal and commercial maritime representatives, provide outreach and education regarding the plight of the critically endangered northern right whale, and determine what can be done to prevent vessel collisions with these and other whales. The federal and commercial maritime representatives include shipping industry representatives, port agents/port authorities, harbor masters, shipping/port associations, vessel pilot organizations, cruise lines, Navy, Coast Guard, Corps of Engineers, and other State/Federal vessel interests, etc. The work will include developing partnerships with the shipping community, participating on the Southeast Right Whale Recovery Plan Implementation Team, attending meetings, developing and distributing outreach materials, examining Mandatory Ship Reporting (MSR) System and other data, developing and drafting recommendations to the International Maritime Organization (IMO) and /or Coast Guard, working with NMFS, regions and headquarters, and U. S. Coast Guard to draft regulations, and preparing and submitting progress reports. The following evaluation criteria shall apply to proposals/quotations submitted by interested parties and will be the basis for award: (1) Experience in a maritime or associated field. (2) Knowledge and experience of large vessel operations and/or the shipping industry. (3) Bachelor's (or higher) degree, any field. (4) Past record of working with State, Local, or Federal Government (i.e. experience with regulatory processes) and/or with National Environmental Policy Act (NEPA). And, (5) Strong written and verbal communication skills. The project duration is 12 months. These services are being procured under FAR Part 13, Simplified Acquisitions procedures. NAICS code 541710 applies. This is a 100% Small Business Set-Aside. Size standard is 500 employees.
