Description
The General Services Administration (GSA) desires to purchase electricity for various sites within the Commonwealth Edison Territory, Chicago, Illinois. GSA intends to procure this as a sole source procurement, as we are unaware of any other potential offerors. Any and all qualified marketers are invited to respond to this announcement by August 10, 2001, with a letter of interest affirming their capability to provide electricity in conformance with the criteria specified in this announcement to Jennifer Dunne, Contract Specialist, General Services Administration, Room 3324, 230 S. Dearborn Street, Chicago, IL 60604. Valid responses can be accepted in the form of written response and/or e-mail. Terms of this purchase shall be as follows: (1) Length of contract shall begin as participating facilities become eligible to be released from the current Commonwealth Edison tariff RCDS/PPO/MI. (generally beginning January 1, 2002 through April 30, 2002) and ending December 31, 2003. A contract extension through December 31, 2005 may also be considered. (2). Size of electricity purchase will be approximately 107,176,615 kilowatt hours per year and 404,271 kilowatt demand per year. (3). A mix of electricity shall conform to the following: (a) Minimum of 25% (approximately 26,794153 kWh) Environmentally Preferred Power as defined in Executive Order 13101; (b). Up to 3% (of total kilowatt hours per year of ?renewable energy? as defined by Executive Order 13123; (c) Remainder of total kilowatts per year can be of the conventional type (defined as any mixture of power produced through primary fuel sources such as natural gas, coal, nuclear, etc.). Any and all respondents shall be qualified through the qualification process as defined in the ELECTRIC SERVICE CUSTOMER CHOICE AND RATE RELIEF LAW OF 1997 and as implemented by the Illinois Commerce Commission (ICC). Respondents shall submit their approved application from the ICC as proof of their certification to do business within the state of Illinois as qualified marketers of generative electricity. Environmentally Preferred Power is defined as ?any products and services that have a lesser or reduced effect on human health and the environment when compared to competing products or services that serve the save purpose? (Executive Order 13101, September 14, 1998). ?Renewable energy? is defined as ?energy produced by solar, wind geothermal, and biomass power.? The North American Industry Classification System (NAICS) is 221122 with a size standard of $4 million megawatts hour.
