- Engineering Field Activity (EFA) West, Naval Facilities Engineering Command is conducting a Market Survey to develop a database of Certified Service Disabled Veteran Owned Small Businesses and Women Owned Small Businesses that have experience and capability of performing all types of Construction, Architectural and Engineering Services for design, planning, surveying, or Facility Support Services for ground maintenance, janitorial, etc. The database will assist the Deputy for Small Business and the Chief of Contracts for planning future acquisition strategies that will work towards meeting the Commands SDVOSB and WOSB goals. Interested sources shall provide the following information regarding their qualifications, capabilities and experience: 1) Financial Capability: Provide financial statement showing capability to manage a contract with a estimated value $500,000 or higher; 2) Bonding: Provide maximum bonding capacity. Firms with a low bonding capacity may meet the bonding requirements by submitting an on offer as a Joint Venture with another firm (agreement must be in place) or team with their mentor if in the Mentor-Prot g Program; 3) Past Performance: Provide references including contract numbers, points of contact, and telephone numbers for relevant (construction, architect and engineer, or facility support) projects during the last three years. These may be Government or Commercial; 4) Experience: Briefly describe the contracts or programs your firm has worked in the last 5-7 years showing experience in performing and overall management of similar types of contracts (construction, architect and engineer, or facility support) and show the experience of key personnel (Project manager, Superintendent, and QC Manager); 5) SDVOSB and WOSB certification: Provide a self-certification that you are a SDVOSB or WOSB. Also, please identify whether your firm is an 8(a), HubZone, or Small Disadvantage Small Business.
