Background "17. Potential up to $10 Million in appropriated funds for CTR, Environmental Compliance, Pollution Prevention and Installation Environmental Restoration projects will be performed at Air Force Plant 42 Sites 3 & 4, a government owned, contractor operated (GOCO) plant operated by the Northrop Grumman Corporation, Air Combat Systems, Integrated Systems Sector, 3520 East Avenue M, Palmdale CA 93550.
