Description
Architect-Engineer or Engineering Services are required for preparation or revision of Resource Conservation Recovery Act (RCRA), Solid Waste Disposal Act (SWDA), Toxic Substances Control Act (TSCA), Pollution Prevention Act (PPA), Emergency Planning and Community Right-to-know Act (EPCRA), Overseas Environmental Baseline Guidance Document (OEBGD) and Final Governing Standards (FGS) environmental documentation. All documentation will be in support of the Navy's Hazardous Waste (HW), Solid Waste (SW), Polychlorinated Biphenyl (PCB), Regulated Medical Waste (RMW), Pollution Prevention (P2), EPCRA, and Hazardous Material (HM) Programs. The Navy HM Programs include the Hazardous Substance Management System (HSMS) and Consolidated Hazardous Material Reutilization and Inventory Program (CHRIMP). It will conform to applicable DOD, Navy, and Marine Corps instructions, EPA and state regulations and guidelines, and the Overseas Environmental Baseline Guidance Document (OEBGD) and Final Governing Standards (FGS). Environmental documentation shall include, but will not be limited to the following: (1) HW management plans and studies; (2) HW minimization plans and studies; (3) HW contingency and decontamination plans; (4) RMW contingency and decontamination plans; (5) RCRA closure plans (HW and SW); (6) RCRA site investigations and evaluations; (7) RCRA Part A and B permit applications, including Subpart X; (8) RCRA Research and Development (R&D) permit applications; (9) SW permit applications (transfer facility or material recovery facility permits); (10) SW source reduction plans, investigations, and evaluations; (11) SW resource recovery plans, investigations, and evaluations; (12) HW, SW, and RMW disposal plans, investigations, and evaluations; (13) RMW management plans, investigations, and evaluations; (14) PCB elimination plans; (15) PCB management plans; (16) EPCRA reports; (17) P2 plans; (18) Pollution Prevention Equipment Program (PPEP); (19) Environmental Quality Assessments (EQA); (20) Internal Assessment Plans (IAP); (21) Hazardous Material Control and Management (HMC&M) Plans; (22) Sampling and analysis plans; (23) Quality Assurance/Quality Control (QA/QC) plans; (24) Health and safety plans; (25) Technical evaluation reports; (26) Sample analysis evaluation reports; (27) Navy project documentation (MCON DD Form 1391); (28) Engineering designs following NAVFAC plans and specifications; and (29) Cost estimates. The services required will include, but are not limited to, the following: site surveys; document reviews; soil, water, sediment, gaseous sampling and analysis; soil gas surveys; monitoring well installations/well testing; aerial and/or on-site photography; groundwater modeling and geophysical contamination migration; risk assessments and air modeling; designs for environmental restorations and Post Construction Award Services (PCAS) for RCRA/TSCA environmental restorations. The contract will include options for attendance at meetings or negotiations with Federal and State regulatory agencies. The above mentioned tasks will be performed primarily in Virginia, North Carolina, and Puerto Rico. However, orders may be placed at any Activity served by the Atlantic Division, Naval Facilities Engineering Command. The A&E must demonstrate his and each key consultant's qualifications with respect to the published evaluation factors for all services. Evaluation factors (1) through (5) are of equal importance; factors (6) through (8) are of lesser importance and will be used as "tie-breakers" among technically equal firms. Specific evaluation factors include:(1) Specialized Experience firms will be evaluated in terms of past experience with regard to: RCRA; TSCA; SWDA; Clean Water Act (CWA) as it pertains to HM storage facilities, SW transfer and disposal facilities, and RCRA TSD facilities and spill requirements; Clean Air Act (CAA) as it pertains to RCRA TSD facilities; CERCLA as it pertains to spill reporting and cleanup; OEBGD/FGS Chapters 5, 6, 7, 8, 11, 14, and 18 (Italy FGS Chapters 6, 7, and 8 are being incorporated into one chapter, Chapter 6, Waste.); EPCRA; and PPA. Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; (2) Professional qualifications and technical competence for satisfactory performance of required services firms will be evaluated in terms of the staff's: (a) Active professional registration and ability to provide registration compliance with Puerto Rican environmental law either within the firm or via consultant; and (b) Experience and knowledge of RCRA, TSCA, SWDA, OEBGD, FGS, EPCRA, PPA documentation, compliance, and regulations at Naval Activities and DOD facilities; (3) Capacity and technical expertise to accomplish all work in the required time and in accordance with the scope of work. Firms will demonstrate the capability to provide backup staffing for key personnel to ensure continuity of service and ability to increase project staffing to meet unexpected project demands. Firms should assume the need to staff up to five simultaneous taskings; (4) Past performance on contracts with Government agencies and private industry in terms of quality of work, compliance with performance schedules and cost control. Firms will be evaluated in terms of demonstrated long-term business relationships and repeat business (with emphasis on projects addressed in factor 1). Firms will also be evaluated on their demonstrated history of meeting negotiated project schedules and producing high quality work; (5) Quality Control Program firms will be evaluated on the acceptability of their internal quality control program used to assess technical accuracy in reports, calculations, drawings, and specifications to assure overall coordination between engineering and technical disciplines, and their means of ensuring quality services from their subconsultants; (6) Firm location and knowledge of the primary focus of the contract (Virginia, North Carolina and Puerto Rico) (provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract) -- Firms will be evaluated on their location with respect to their knowledge of local codes, laws, permits and construction materials and practices of the area of the contract; (7) Volume of Work -- Firms will be evaluated in terms of work previously awarded to the firm by DOD with the objective of affecting an equitable distribution of DOD A&E contracts among qualified A&E firms, including small and small disadvantaged business firms and firms that have not had prior DOD contracts; and (8) Small Business and Small Disadvantaged Business Subcontracting Plan -- Firms will be evaluated on the extent to which they identify and commit to the published Small Business Subcontracting Program. The following are the published Naval Facilities Engineering Command goals expressed in terms of percentages of total planned subcontracting dollars for utilization of small businesses as part of the contract performance: Small Business (SB) -- 65%; Small Disadvantaged Business (SDB) -- 12%; Women-owned Small Business (WOSB) -- 5%; Historically Black Colleges/Universities/Minority Institutions (HBCU/MI) -- 5%; Veterans Owned Small Businesses (VOSB) -- 3%; Services Disabled Veteran Owned Small Businesses (SDVOSM) -- 3%; HUBZone small businesses -- 2%. Large Business Firms shall submit their Navy-wide SF 295 (Standard Form 295, Summary Subcontract Report) with their Standard Form 255. The slated firms will be required to provide a preliminary subcontracting plan (support for small business subcontracting) as part of the interview. The contract requires that the selected firm have an on-line access to E-mail via the internet for routine exchange of correspondence, and have Central Contractor Registration. The duration of the contract will be for one (1) year from the date of an initial contract award. The proposed contract includes four (4) one (1) year Government options for the same basic professional skills. The total A&E fee that may be paid under this contract will not exceed $5,000,000; however, the yearly maximum may total up to $2,000,000. No other general notification to firms for other similar projects performed under this contract will be made. Type of contract: Firm Fixed Price Indefinite Quantity Contract. Estimated start date is October 2001. -- Architect-Engineer firms which meet the requirements described in this announcement are invited to submit completed Standard Forms (SF) 254 (unless already on file) and 255, U. S. Government Architect-Engineer Qualifications, to the office shown above. In Block 10 of the SF 255, discuss why the firm is especially qualified based upon synopsized evaluation factors; and provide evidence that your firm is permitted by law to practice the professions of architecture or engineering, i.e., State registration number. For selection evaluation factor (1), provide the following information for only the staff proposed for this work using these column headings: "NAME", "RELATED PROJECTS WORKED ON", "YEAR", "FIRM", and "TECHNICAL ROLE". Use Block 10 of the SF 255 to provide any additional information desired and continue Block 10 narrative discussion on plain bond paper. All information must be included within the SF 255. Provide a synopsis of the scope of work, point of contact and telephone number for each project listed in SF 255 Block 8. Firms having a current SF 254 on file with this office and those responding by 4:00 p.m. EST, 6 September 2001 will be considered. Late responses will be handled in accordance with FAR 52.215-10. Neither hand carried proposals nor facsimile responses will be accepted. Firms responding to this advertisement are requested to submit only one copy of qualification statements. The qualification statements should clearly indicate the office location where the work will be performed and the qualifications of the individuals anticipated to work on the contract and their geographical location. -- This proposed contract is being solicited on an unrestricted basis, therefore, replies to this notice are requested from all business concerns. -- The small business size standard classification is NAICS 541330 ($4,000,000). -- This is not a request for proposals.
