Description
The United States Coast Guard, MLC Atlantic intends to negotiate a sole source contract for the purchase of four Cross Deck Winches, Appleton Marine Inc., Model #BMD-471, in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. This sole source requirement is being solicited on a Brand Name basis under the authority of 10 U.S.C. 2304(c)(1) and FAR Subpart 6.302-1. The winches are required to fit the existing foundations and existing electrical and hydraulic configuration for both the A class and B class Cutters. The spare parts must also support both the A Class and B Class Cutters. The winches are being purchased to support the A Class WLB Cutters. These winches are also on the B Class WLB Cutters. The Request for Quote (RFQ) will be issued on or about August 7, 2001, via the Federal Business Opportunities web site (FedBizOpps) at www.eps.gov. Quotes are due August 14, 2001, 4:00pm EDT. The RFQ number is DTCG80-01-Q-325D06. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the fedbizopps.com system for RFQ release and all subsequent amendments. The North American Industry Classification System (NAICS) Code is 333923 ? Overhead Traveling Crane, Hoist, and Monorail System Manufacturing, and the small business size standard is 500 employees. The winches will be and delivered F.O.B. Destination to the U.S. Coast Guard Engineering Logistics Command, Baltimore, MD. The winches shall be delivered within 20 weeks after contract award. Items shall be packed, packaged and marked in accordance with commercial standards. The OEM's best standard commercial warranty is requested and shall be identified in the bidder's quote. All interested sources may submit a quote, which shall be considered by the Coast Guard. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBE). The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
