Description

Naval Air Warfare Center Weapons Division (NAVAIRWARCENWPNDIV), China Lake, CA intends to negotiate on an other-than-competitive basis with FXC Corporation, Santa Ana, CA a Fixed Price contract for six Portable Automatic Test Chamber Part Number 711-07153, seven Automatic Activation Device Holding Fixtures Part Number 811-00461 and six cocking fixtures Part Number 811-00394. These items are needed to support the Thin-Pack Parachute Program at China Lake for the E-2C Parachute Survival Ensemble (PSE) being manufactured by SEI, Asheville, NC. The Model 2400 Automatic Activation Device developed and manufactured by FXC has been qualified by the Navy and is the only AAD used for the E-2C Thin-Pack PSE project. FXC retains ownership of the drawings and design of the Model 2400 AAD, the test chamber, holding fixture and cocking fixture. The items are needed for the purpose of testing and validation of the AAD's. No other source exists that can test and validate FXC's AAD's. Program delivery requirements: by March 30, 2002 to meet E-2C aircraft production schedule. Early and partial deliveries are acceptable. Solicitation issued on sole source basis under authority of FAR 6.302, using FAR Part 12 procedures. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.
