- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number 9TER-01-JAL-009 is issued as a Request for Proposal (RFP). This procurement entails modeling steps involved in the distribution of cocaine in Latin America using graph theory and percolation theory. To obtain a copy of the solicitation package through email, please send an email request to joann.ancheta@gsa.gov. Due to the nature of this procurement, all parties requesting a complete copy of this solicitation must be American owned and must provide evidence that all personnel involved with all phases of this procurement possess a secret clearance. Evidence of the secret clearance must be received by 5:00 PM PST, August 9, 2001. Please fax all documentation evidencing the possession of a secret clearance to (520) 290-1447. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. FAR clause 52.222.41, Service Contract Act, as amended, applies to this acquisition. The government will award a contract resulting from this RFP to the responsible offeror whose offer conforming to this notice will be most advantageous, representing the best value to the government, price and other factors considered A firm, fixed price contract will be awarded. The Period of Performance for phase one is from date of award through two months. The Government has the option to exercise phase two of the project within 30 days after completion of phase one. The Period of Performance for phase two is four months from the date the option is exercised. The following "Best Value" factors shall be used in descending order of importance for evaluation of offers: 1) Technical Approach 2) Past Experience and Past Performance 3) Price. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions, Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The potential awardee will be required to register in the IT Solutions Shop at http://it-solutions.gsa.gov for the post-award process. All requests for copies of this solicitation must be received by 5:00 PM PST, August 9, 2001. GSA will not entertain any requests for copies of this solicitation received after 5:00 PM PST on August 9, 2001. The complete solicitation package will include the final due date for submission of the proposals to GSA.
