Description
This is a combined synopsis/solicitation for noncommercial services prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00164-01-Q-0279 applies and is issued as a request for quotation (RFQ). The proposed contract is 100% set-aside for small business concerns. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 as well as DCN 20001213. The Standard Industrial Classification Code is 8711 and the business size standard is $5M in annual revenues. This requirement is as follows: CLIN 0001 1 LO, Shock Testing, in accordance with modified MIL-S-901D heavy weight shock test series. The testing shall be conducted on Government-furnished Cooperative Engagement Capability (CEC) AN/USG-2 low cost planar antenna master & slave arrays. The Government shall be allowed to witness the testing. Three Contract Data Requirements List Data Items (DD 1423s) apply. See the NSWC Crane SoW of Work which can be downloaded at www.crane.navy.mil/supply/announce.htm. The Government will ship the equipment to be tested to the contractor's facility at Government expense on or before 17 January 2002. The testing shall occur during the period from 17 through 31 January 2002. The successful offeror must be a Navy approved test facility with a certification from the Naval Sea Systems Command, Code 05P3, as documented in NAVSEAINST 9491.C. Selection for award will be based on technical capability, past performance and price. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures.
