- PAY SPECIAL ATTENTION TO NEW REQUIREMENTS FOR REGISTERING ON OUR WEBSITE Description of Work: This project consists of the construction of a divisional battle simulation center containing approximately 75,000 square feet. The facility will provide effective training in command and control of combined arms operations in a simulated tactical environment against an appropriate opposing force prior to actual field training exercises. The training will be primarily company/platoon through division level simulations, using computer assisted and computer driven simulations that are presently available and that will be available in the future. The building will consist of simulation exercises areas; pre-exercise training and evaluations areas, administrative facilities, simulation equipment storage and maintenance area, communications room, technical control area, and a temporary secure work area. Simulation exercise areas will include a central control center for battalion through division exercises, company/platoon exercise areas, an opposition force area, and multiple player cells. The building will be equipped with a security system and wired with a paging/intercom system. The computer room, to be classified as "Open Storage Area Secret", will be capable of information storage up the secret level. Supporting facilities will include utilities, electric-service, fire protection and alarm system, paving, walks, curbs and gutters, storm drainage, parking, site improvements, demolition, and hook-ups for communication equipment and harness for antenna on the roof. Heating, ventilation and air conditioning will be provided by self-contained system using air-cooled chillers and multi-zone air handlers. Anti-terrorism/force protection measures will be provided. Project duration 610 days. This acquisition is UNRESTRICTED. The NAICS code is 233320 with a small business size standard of $27.5mil. Estimated construction costs are between $15,000,000 and $20,000,000. Plans and Specifications will be downloadable free of charge from our website, www.nan.usace.army.mil, on or about 17 August 2001 and Proposals will be due on or about 17 September 2001. Plans and specs will also be available on CD-ROM for a charge of $10/disk set. HOWEVER, TO RECEIVE ANY AMENDMENTS OR UPDATES, CONTRACTORS MUST REGISTER FOR THIS SOLICITATION ON THE AFOREMENTIONED WEBSITE. ANY CONTRACTOR WHO REQUESTS A DISK BUT DOES NOT ALSO REGISTER ON THE WEBSITE WILL NOT BE ISSUED ANY SUBSEQUENT AMENDMENTS ON DISK. TO RECEIVE AMENDMENTS BY DISK, YOU MUST BE REGISTERED AND HAVE PREVIOUSLY SUBMITTED THE $10 FEE. To obtain a disk, you must do so in writing (registering on the website does not qualify as notification in writing), stating the solicitation number or project name, your complete company name and street address, telephone and facsimile numbers (including area codes), addressed to U.S. Army Corps of Engineers, New York District, Contracting Division, 26 Federal Plaza, Room 1843, New York, New York 10278. If you provide a street address, we will ship to you by express courier service. If, however, you only have a post office box, we will ship to you by regular mail.
