Description
The U.S. EPA, National Risk Management Research Lab., Air Pollution Prevention and Control Div., intends to negotiate on a sole source basis with Research Triangle Institute under the authority of FAR 6.302-1. This requirement is for conducting research aimed at producing a state-of-the-art tool to assist state and local governments in evaluating the economic and environmental trade-offs associated with different options for solid waste management. The methodology is based on a life-cycle evaluation of the potential trade-offs as well as providing information on the costs using the Agency's methodology for full cost accounting. The tool contains models for all of the possible waste management activities including collection, transportation, recycling, composting, combustion and land filling. The tool will help solid waste practitioners around the country make more efficient and effective environmental management decisions. The project is now at a critical juncture with extensive efforts to evaluate the tool through case studies. A number of draft documents exist from a cooperative agreement (CR 823052). These documents are not yet publicly available because they have not undergone Agency review for clearance. Comments were received from the series of program peer reviews and stakeholder review. In addition, there are comments from quality assurance review that need to be addressed. For this effort to be successful, expertise is required regarding application of life-cycle assessment, solid waste management and development of a life-cycle inventory database and municipal solid waste decision support tool. Also, to ensure continuity of this effort, the lead authors for the existing documentation are required in order to address comments so that these documents can be published. The documents represent the results of a research program of over six years. Only RTI is sufficiently familiar with the tools and the documents to successfully incorporate the third party comments, case studies, beta testing, etc. within any reasonable time period and at a reasonable cost. Any other organization attempting this effort would require many times the funding and duration needed by RTI. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit requisite technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to complete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. See Numbered Note 26.
