Description
The AST PRDA WMRAK-01-0001 is hereby amended. The following information is provided for clarification and to correct information referenced in the original CBD notice dated 10 July 2001. THE FOLLOWING INFORMATION IS HEREBY DELETED IN THEIR ENTIRETY: "Foreign owned firms or businesses may not participate in this procurement." "The offeror shall include in their subcontracting plan submitted with their proposal how the SDB goals will be met. The su bcontracting plan shall include targets, expressed as dollars and percentages of total proposed value and a total target for SDB participation by the offeror, including joint ventures, partners, and team members, and a total target for SDB particip ation by subcontractors. Offerors with SDB participation targets shall be required to report SDB participation. For any SD B goals exceeding 5.0%, the offeror must sign up to that goal being enforceable and provide verification of attainability. All small businesses responding to this solicitation must adhere to the requirement of this paragraph as well. The SDB eval uation sub factor will be evaluated to the extent of commitment to use SDB concerns. If the offeror will not utilize subcon tracting efforts, the proposal must state that this evaluation factor is not applicable." "The technical evaluation will rank proposals into three categories as defined and required by AFMC FAR Supplement 35.016(d) :" THE FOLLOWING INFORMATION IS HEREBY ADDED: There are two separate subcontracting submittals required with this proposal. (1) The first submittal is required from all offerors, large and small businesses (including SDB) must submit SDB targets based on the total contract dollars (see FAR 1 9.12). For any SDB goals exceeding 5.0%, the offeror must commit to that goal. The commitment is enforceable and verificat ion of attainability of this goal is required. This evaluation sub factor will be evaluated to the extent of commitment to use SDB concerns. If the offeror will not utilize subcontracting efforts, the proposal must state that this evaluation fac tor is not applicable. (2) The second submittal is required only from offerors who are not small businesses (i.e., large, e ducational, or nonprofit); these offerors must submit a small business subcontracting plan if there are subcontracting oppor tunities (see FAR 19.704). The technical evaluation will rank proposals into three categories as defined and required by AFMC FAR Supplement 5335.016(d ): All proposed concept solution(s) shall contain: (1) Complete firm fixed cost proposals for CLIN 0001 and option CLIN 0002, the concept paper which implements your program, as well as a time and material cost proposal for option CLIN 0003. Submit ting more than one concept proposal is acceptable. The acceptance period for all proposals should be 180 days. Proposal preparation instructions must be in accordance with the instructions posted on the Air Superiority Target (AST) ATI MS website. Access to ATIMS can only be obtained by submitting or faxing a current, certified DD2345, Military Critical Technical Data A greement with facility classification level annotated and a letter with the name, phone number and e-mail address of the com pany representative who will be accessing the website to Margaret Naylor. Any additions or deletions to this submittal must be submitted in writing and faxed to (850) 882-9306. REFERENCES: Copies of FAR provisions may be viewed at http://farsite.hill.af.mil/.
