Description
This is not a Request for Proposal (RFP), but a request for submission of Standard Forms 254 and 255 for Indefinite Delivery/Indefinite Quantity Contract (Open-End) Multidiscipline-engineering Contract Service for various projects at Misawa Air Base, Japan. All submissions must be received by COB 4 Sep 01 (JST). It is our intention to award four multi-discipline contracts. Firms responding to this announcement by the closing date will be considered for selection. The work involved includes, but is not limited to, repair, maintenance, minor construction, including preparation of drawings (AutoCAD) and specifications. Various types of A-E services such as investigation, inspection, studies, reports, and cost estimates may also be required. Projects could include various combinations of all disciplines. Field surveying, landscaping design and architectural rendering capabilities must be identified. The contract will consist of a base year and two option years. The minimum guarantee amount is $5,000. Each year will have $750,000 maximum limitation. Each task order (project) will not exceed $299,000. Each final drawing will be provided on CD-ROM compatible format magnetic disks capable of retrieval and manipulation on Air Force equipment using AutoCAD LT200I software (if drawing set has been prepared using CAD). Each converted drawing file shall be provided on CD-ROM. Following an initial evaluation of the qualification and performance data submitted, four firms considered to be the most highly qualified to provide the type of services required, may be chosen for negotiation. Selection will be based upon the firm?s qualifications in accordance with the following criteria in order of relative importance: 1) specialized experience and technical competence in the types of work described above. 2) Professional capacity to accomplish the contemplated work within the required time. 3) Past performance on contracts with the Department of Defense and private industry in terms of quality of work, cost control, and compliance with performance schedules. 4) Implementation of Design Quality Control Program describing how quality design would be achieved and maintained and how quality design reviews would be performed. 5) Location of the firm in the general geographical area of the projects and knowledge of the locality of the project. 6). Value of work previously awarded to the firm by the Department of Defense during the previous 12 months (from date of synopsis announcement). In addition to the above paragraph, the following information is required for Professional Registration Stamp: (a) U.S. firms doing business in Japan shall provide, on the first sheet of the drawings, the stamp and signature of a Registered Architect of Professional Engineer who is a principal of the A-E firm. In addition, the first sheet of drawings for each discipline, such as Civil, Architectural, Structural, Mechanical, and Electrical, shall also be stamped and signed by the appropriate registered architect or professional engineer. (b) Japanese firms are required to provide, on the first sheet of drawings for each discipline, the signature and stamp (Han) of a First Class Architect or Engineer (?Kenchiku Setsubishi? or Doboku Setsubishi-gishi) recognized by the Government of Japan. A-E firms which meet the requirements described in the announcement are invited to submit completed Standard Forms 254 and 255, U.S. Government Architect-Engineer qualifications, with appropriate documentation of professional registration (s) attached, to the 35th Contracting Squadron, 35 CONS/LGCA, Misawa Air Base, Japan. A current SF 254 is required for each consultant listed. No other general notification firms under consideration will be made and no further action is required. Note: Any prospective contractor must be registered in the Central Contract Registration (CCR) in order to be eligible for award, except if it is made to a Japanese firm(s).=20 Registration requires applicants to have a DUNS number. Registering may take up to 3 weeks to process. Recommend registering immediately in order to be eligible for timely award.
