Description
D -- ADOBE Publishing Software and Maintenance. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is for sole source name specification of publishing software and maintenance. The U. S. Geological Survey intends to purchase Adobe Systems, Inc. publishing software and maintenance. In order to meet the minimum requirements of the USGS, the publishing software and maintenance must be capable of creating or editing: vector graphics; raster graphics; design-intensive documents; tabular data-intensive documents; document sharing across media types; web editing; and XML formatted documents. Firms who believe they can provide the required software and maintenance services are invited to submit documentation that substantiates their capability to meet the requirement within 7 days of the posting date of this notice. The proposed award will be competed among firms that are Adobe Authorized Licensing Centers (ALC). This announcement constitutes the only solicitation; proposals are requested, and a written solicitation will not be issued. The request for proposal (RFP) number for this action is 01HQSS0020. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The associated North American Industry Classification System number is 421430. The U.S. Geological Survey is soliciting additional discounts at no additional charge on ADOBE licenses and value added services that is consistent with the government rates offered under the ADOBE Open Options Contractual License Program. A contract will be awarded to the successful offeror. Offers that provide GSA Schedule Pricing should reflect Level "E" pricing under the Contractual License Program (CLP). All offerors are required to view the statement of work and the Adobe CLP Level E Product List on the internet at the following public web page http://www.usgs.gov/contracts. All offerors must submit the Adobe CLP Level E Product List with their proposed pricing in both hardcopy and electronically (to proberts@usgs.gov). The contract period of performance will be for a base year and a 8 month option period. In addition to discounts, Value Added Services, such as Software Asset Management or Technical Support will be considered in the evaluation of offers, and will influence the selection of the contract vendor. Individual order offices of the Department of Interior and its bureaus will place orders, and funds will be obligated for each order. Due to the numerous, small offices of Bureaus in the Department of the Interior, orders may often be in smaller quantities. It is recognized that this CLP requires certain minimum purchases for the discounts to continue to be in effect.
