Description

Notice of intent to negotiate a sole source contract with Ross & Associates Environmental Consulting (Ross) for the National Marine Fisheries SErvice (NMFS), Protected REsources Division. Purpose of proposed contract is to conduct an independent review of NMFS NW Region operations. Final report will identify challenges and impediments to effective operations as a regulatory agency; identify specific actions and strategies that twill enable NMFS NWR to meet its mandated responsibilities in a more effective and efficient way; and identify specific actions and strategies that will enable NMFS NWR to be more responsive to Endangered Species Act (ESA) salmon constituents. Ross possesses knowledge and experience needed for proposed contract. Ross is a Northwest firm experienced in complexities and controversies surrounding NWR ESA salmon issues. Ross has assisted NMFS NWR with specific ESA salmon program strategies and understands how NMFS NWR programs impact and involve multiple levels of government, various stakeholders and the public. Ross has also worked with other agencies and groups that are initiating salmon recovery and ecosystems programs. In addition, Ross has conducted strategic assessments of the operations and management systems of natural resource agencies. Ross has also assisted those natural resource agencies with developing and implementing strategies to use limited resources effectively, to make performance-enhancing improvements, and to create alternative operation and business tools. Ross has also designed and developed information systems to support regulatory agencies' decision-making and to enhance public access.
