Description

On behalf of the Office of National Drug Control Policy (ONDCP), the Fleet & Industrial Supply Center (FISC) Norfolk, Detachment Washington intends to issue a sole source modification to Contract N00600-01-D-5532 with Fleishman-Hillard, Inc. of St. Louis, Missouri, to include Corporate Sponsorship and Participation services for ONDCP's National Youth Anti-Drug Media Campaign. Under their current contract, Fleishman-Hillard provides partnership outreach and participation services that target media and entertainment entities, non-profit organizations, the education community, faith organizations and government agencies with the goal of promoting and benefiting ONDCP's National Youth Anti-Drug Media Campaign. The period of this proposed modification will commence on date of award and continue through 3 December 2001. The corporate sponsorship and participation services will also be included in Option Years III and IV. Authority for this modification is 10 U.S.C. 2304(c)(1) FAR 6.302-1(b)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Adding the corporate sponsorship and participation services to the current Fleishman-Hillard contract will provide the National Youth Anti-Drug Media Campaign with a complete suite of inter-related public outreach and partnership services. Corporate sponsorship and participation services include stimulating corporate contributions to the National Youth Anti-Drug Media Campaign, as well as coordinating corporate workforce programs, corporate image and advertising communications, and special event sponsorship marketing programs to promote the message of the Campaign. These services are so intimately related to and involved with the non-corporate sponsorship and participation services already being performed by Fleishman-Hillard that the performance of both requires a single, integrated effort to maintain program effectiveness.
