Description

The National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with the University Corporation for Advanced Internet Development (UCAID), P.O. Box 7855, Ann Arbor, MI 48107 to provide WAN connectivity to the Internet2. A combination of commercial Internet and the Internet2 connectivity is only provided in Colorado by the Front Range GigaPOP (FRGP) which is a consortium sharing WAN services. Internet2 (I2) has built an advanced backbone network known as Abilene that connects the participating GigaPOPS. Membership in I2 and connection to Abilene are restricted to universities, research agencies and corporations, and affiliate members. UCAID handles the administration of membership and participation. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government=92s best interest and must address qualifications pertinent to this requirement.
