DESC: This is Amendment No. 1 to combined synopsis/solicitation for commercial items entitled College/University Peer Marketing Program No. COW-1-R-1108 which was posted on July 24, 2001. The purpose of this of this amendment is to respond to questions pertaining to the solicitation and to extend the proposal due date. The following are answers to questions received prior to the cut-off date of July 31. Question: If needed, will NRP personnel be available, either in person or via phone or video teleconference, to the students who have questions? Or are all questions the responsibility of the contractor? Answer: We can arrange for an INS representative, whether they be from HQ or from the field, to come to the class room when kicking off the project and to make some other campus visits. The class will be assigned and INS project manager and thus will have a point-of-contact to call if additional questions come up. Our vision is for the contractor to keep the students focused on the end deliverable and he/she should know the basics of the INS and its mission; but we will have an INS person available to answer questions and to work closely with the students in providing additional items they may want to use for their marketing campaigns. We plan to get Border patrol agents and Immigration Inspectors involved locally. Question: Finally, where do I find all the FAR documents? Answer: www.arnet.gov. Question: Is there any firm that is wired for this RFP? Answer: No. Question: Any firm that has done work such as this with you before who is likely to get the work? Answer: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Question: How many firms have received this RFP? Answer: This requirement was publicized in the FedBizOpps and the Commerce Business Daily for the public domain. Question: Has there been a lot of interest in it so far? Answer: Interest has been expressed. Question: Can you explain what the SF1449 is? Answer: The Standard Form 1449, is Solicitation/Contract/Order for Commercial Items. It is not mandatory. As stated in the synopsis, proposals may be submitted on company letterhead. Question: If it is a certain document that you have, would you be kind enough to send it to me? Answer: You may access the account at www.gsa.gov/forms. Question: For the sentence reading, Offerors should include a completed copy of the provisions at FAR 52.212-3 with their proposals, I need some explanation as to exactly what this is asking for. Answer: The entire provision at FAR 52.212-3 is accessible as all FAR documents at www.arnet.gov. It is self-explanatory. Question: Is there additional statements of work or related materials that we needed before completing our proposal. Answer: No. Question: You state that travel to the NRP facilities will be the sole responsibility of the contractor. Is that referencing the college/university locations, or the INS NRP main office. If it is an NRP office in locations other than the college/university towns, where is it? Answer: The contractor is responsible for paying for all their travel and incidentals -- including all their visits to the college campuses and any visits to the NRP main office here in Washington, DC. The due date for responses has been extended. Responses to this solicitation are due no later than 2:00 p.m. EST, August 13. Note: The cut-off date for questions has not been extended.
