Description
The Department of Defense Education Activity (DoDEA) is a Department of Defense field activity operating under the direction, authority, and control of the Deputy Assistant Secretary of Defense for personnel Support, Families, and Education. It is comprised of the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS). The Department of Defense Dependents Schools Europe (DoDDS-Europe) provides a high-quality PreK-12 education to children of Department of Defense military and civilian personnel stationed in Europe and the Middle East. DoDDS Europe students receive an American-style education and get the added educational benefit of living in a foreign country. The 116 schools are organized into 8 districts and are located in the countries of Bahrain, Belgium, England, Germany, Iceland, Italy, the Netherlands, Portugal, Spain, and Turkey. The DoDDS Europe Headquarters is located in Wiesbaden, Germany. The Department of Defense Dependents Schools European Procurement Office in Germany intends to solicit and award a Indefinite Delivery Type Contract . This requirement is for non-personal services in support of the DODDS-Europe Early Childhood Initiatives Program. Approximately 800 teachers and 60 administrators will be involved in the training which will consist of one or two-day sessions which will be located in Germany, Brussels, Italy, and the United Kingdom. Per Diem for air/ground transportation, meals, and lodging will be provided in accordance with the Federal Travel Regulations. The mission of DoDDS-Europe is to provide quality education for dependents of military and civilian personnel assigned in Europe. These training sessions facilitate the accomplishment of the mission by informing early childhood educators of current trends, research, and issues in quality educational programs for young children. =20 Each training session will be focused on the following objectives: Train educators in the use of Conflict Resolution to include at a minimum: Steps for the procedure of Conflict Resolution; Techniques to utilize; Strategies to ensure conflict resolved; Scripting to utilize with students; Follow-up procedures; Practical applications for usage in the classroom; Role playing activities for participants during the sessions. Train educators in appropriate guidance techniques to include at a minimum: Philosophy of appropriate guidance; Developmental stages of children; Behaviors appropriate to age of children; Social Skills teaching vs. Behavior Management; Development of a behavior plan for classroom (not a reward/punishment system);Causes of inappropriate Behavior or Disruptive behaviors; Techniques to deal with inappropriate or Disruptive behaviors; Practical Applications to guide social growth of children in the classroom; and follow-up procedures. Train educators in techniques for Personal and Social Development for young children utilizing techniques, strategies, and assessment tools that coordinate with: The Work Sampling System, Rebus Planning Associates, Inc., Ann Arbor, Michigan.; The Creative Curriculum, Dodge and Colker, Teaching Strategies, Inc., Washington, DC; Building the Primary Classroom, Bickart, Jablon, Dodge, Teaching Strategies, Inc., Washington, DC.; and Second Step, Committee for Children, Seattle, Washington. The Trainer will also: Provide follow-up support and advanced training in conflict resolution, appropriate guidance techniques, and the development of appropriate social skills; Provide early childhood education resources on current practices, research, appropriate materials, family guidance techniques, and guidance intervention strategies; Provide expert consultation via email and telephonically to ECI Leaders, EC Liaisons, and Administrators; Operate during the following Hours: Schools and District Offices operate on a Monday-Friday basis from 0730-1600 hours; Travel may be required over the weekend; Some week-end classes may be scheduled with approval of consultant. Anticipated period of performance is 60 training days between October 01, 2001 through September 30, 2002 Solicitation MDA412-01-Q-0022 will be issued on or about August 22, 2001. Small Business considerations do not apply to this acquisition, as it is an overseas procurement for overseas services.=20
