This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation=20 F30602-01-Q-0895 is being issued as a Request for Quotation (RFQ), for a firm fixed-priced purchase order incorporating provisions and clauses in effect through Federal Acquisition Circular 97-27 and DFARS Change Notice DCN 20001213. RFQ includes: CLIN 0001 Manpack Radio ? multi-band, multimission manpack radio covers 30 to 512 MHZ frequency range, has embedded COMSEC, SATCO, and ECCM capability. Radio is interoperable with SINCGARS and have quick I/II ECCM operation. Fully compatible with TSEC/DY-57 and the ANDVT/KYV-5 in voice and data modes. P/N: AN/PRC-117F, Manufacturer: Harris RF Communication; OR EQUAL; Quantity: 2 each; CLIN 0002 Data cable assembly for ANC/PRC ? Multi-band multimission, manpack radio secure communications data cable. The data connector utilizes a 27 pin filtered, audio type connector. The (J3) connector is located on the front of the AN/PRC-117F, and a 25 pin db/female connector is required at the loose end; must be MIL-188 compatible. P/N: 10513-0710-A006, Manufacturer: Harris RF Communication, OR EQUAL; Quantity: 2 each. Quote FOB Destination and include warranty terms. A single vendor must furnish all items. Quoters are encouraged to submit their quotes utilizing the SF1449, Solicitation/Contract/Order for Commercial Items. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the specifications or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Virginia Brady, email bradyv@rl.af.mil. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Lt. Col. Reid S. Lerum Chief, Contracting Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
