Description
Background "THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS ISSUED IAW THE PROVISIONS OF FAR PART 12. THIS IS A SOLICITATION FOR THE PURPOSE OF BUYING THE FOLLOWING SERVICES: CONDUCT POST-DOCTORATE RESEARCH IN THE STUDY QUANTUM CHEMICAL MODELS OF SILICON CARBIDE SURFACE CHEMISTRY AND SILICON CARBIDE CLUSTER CHEMISTRY IN DIRECT SUPPORT OF AFIT RESEARCH AND NONSPECIFIC STUDENT THESIS RESEARCH PROGRAMS BOTH CURRENT AND FUTURE. THE EFFORT WILL BE TO CONDUCT A FUNDAMENTAL RESEARCH PROGRAM STUDYING MODEL CHEMISTRY AND PHOTOLUMINESCENCE XPECTROSCOPY FOR SIC CLUSTERS AND SURFACES. THE CONTRACTOR WILL MODEL OXIDATION MECHANISMS AND EXCITED STATES FOR SimCn AND SimCnO CLUSTERS AND RECONSTRUCTED SiC SURFACES USING HYBRID MOLECULAR ORBITAL/MOLECULAR MECHANICS METHODS. FULL AB INITIO C1-CALCULATIONS OF EXCITED WILL BE COMPARED WITH HYBRID CALCULATIONS . PREDICTIONS WILL BE MADE WITH COMPANION EXPERIMENTAL STUDIES TO MEASURE PHOTOLUMINESCENCE SPECTROSCOPY OF SIZE-SELECTED SimCn AND SimCnO CLUSTER. THE CONTRACTOR MUST BE PROFICIENT WITH STATE OF THE ART QUANTUM MECHANICAL TOOLS TO PRODICT OF THERMODYNAMIC STABILITIES AND PROPERTIES OF COMPOUNDS BY EMPLOYING HIGHER LEVEL HARTREE FOCK AND POST MARTREE FOCK (HF) CALCULATIONS. THE CONTRACTOR MUST HAVE EXPERIENCE IN OPTIMIZING MOLECULAR STRUCTURES USING MOLECULAR MECHANICS, SEMI-EMPIRICAL HF, AB INITION HF AND DENSITY FUNCTIONAL THEORIES AND EXPERIENCE IN CALCULATING QUANTITATIVE DESCRIPTIONS OF ELECTRONIC GROUND AND EXCITED STATES USING QUANTUM MECHANICAL TOOLS. THE CONTRACTOR MUST HAVE THREE OR MORE YEARS EXPERIENCE IN QUANTUM CHEMICAL MODELING BEYOND THE AWARD OF THE DOCTORAL DEGREE, AND A FAMILIARITY WITH THE AIR FORCE PROCUREMENT SYSTEM FOR ACQUISITION OF COMPUTER EQUIPMENT. THE CONTRACTOR SHOULD HAVE GOOD ENGLISH COMMUNICATION SKILLS, AND PREPARE RESEARCH PAPERS WITH AIR FORCE INSTITUTE OF TECHNOLOGY AFILIATION TO DOCUMENT RESEARCH PROGRESS.
