Description

This will be a full and open competition based upon the Defense Threat Reduction Agency's (DTRA) requirement for a technical assessment of emerging strategic and conventional Arms Control and Confidence and Security Building Measures (CSBM) needs and opportunities in the Middle East Region. The technical objectives of this effort are to 1) document the capabilities and limitations of technologies that could be used to promote or augment any Middle East arms control or CSBM effort, with emphasis on AAM technologies; 2) assess the possible use of current and emerging technologies in specifically defined situations; and 3) focus RDT&E efforts on future requirements and requisite monitoring and verification capabilities. At least three scenarios covering a broad range of needs and opportunities will be developed and used as the basis for defining and assessing the viability of proposed or suggested arms control and confidence building regimes. The monitoring regimes for each scenario will include specific tailored constraints and criteria that will test the proposed technological concepts, and that will assist in determining the most promising approaches with regard to effectiveness, intrusiveness, and cost. Conceptual architectures designed for each regime will integrate or interface the applicable AAM technologies with other air-based or space-based technologies, and with exportable and/or commercially available land-based and water-based monitoring systems. The same technologies may be used to support ancillary missions such as environmental, humanitarian, and natural resources development. An assessment of available sensor, platform, and signal/data processing technologies will be conducted and a technology catalog prepared. A regional analytical assessment will be conducted to assess the impacts of factors that have historically contributed to regional instability and conflict, including their interactions and implications for defining and implementing future arms control agreements and CSBMs. The findings of the overall research effort will be integrated into a final analytical technology assessment, accompanied by a corresponding comprehensive briefing. Competitive offerors will demonstrate expertise in current and potential arms control monitoring technologies (including AAM technologies), as well as the ability to conduct sophisticated Middle Eastern regional analyses.
