Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED. The Environmental Protection Agency (EPA) has a requirement for Satellite Course Delivery. The Contractor shall deliver via satellite EPA environmental control classroom training courses, seminars, and seminars to EPA for a variety of clients and environmental programs including, but not limited to, State and local governments, industry, EPA offices and other Federal agencies, educational institutions at the elementary, high school and college level, and other private sector institutions involved in activities related to environmental measurement, monitoring and control. The Contractor shall perform work in the following areas: 1) Satellite Course Delivery: The contractor shall provide digital satellite uplink and downlink turnaround support for the delivery of a wide variety of EPA environmental control training courses to EPA's current 129 Air Pollution Distance Learning Network (APDLN) sites and any additional sites added in the future. It shall be a closed network with the ability to remotely activate and deactivate a site within the network. Support shall not require replacement, retrofit or repositioning of any existing antenna or receiving equipment at any of the existing APDLN downlink facilities. Using GE-1 Satellite and Velocity receiving equipment, the contractor shall supply and guarantee uninterrupted service. A dedicated channel and an encoder capable of relocation shall be provided for off-site productions. Digital uplink services shall be provided on an ad hoc basis as opposed to pay in advance or long term contracting and advanced scheduling; and 2) The contractor shall be located within 35 miles of EPA,RTP facilities and shall be capable of providing a studio for live broadcasts or broadcast with live question and answer components. The uplink facility shall be linked or capable of being linked to the EPA, RTP studio or any other commercially available studio inside the 35 mile radius of RTP. EPA anticipates the award(s) of Blanket Purchase Agreement(s) with a period of performance of October 1, 2001 through September 30, 2004. The award will be through full and open competition.
