Description
On 8 August 2000 it was announced under direction of the Department of Defense and Air Force, that the Headquarters, Pacific Air Forces (PACAF) Directorate of Personnel (DP) Military Personnel Flight (MPF) functions cited below are to be the subject of an A-76 Direct Conversion Study. The study will determine whether it is cost effective for this requirement to be performed under contract. This requirement shall not result in a contract if Government performance is determined to be more advantageous. Pursuant to FAR 7.303, the Government has synopsized the requirement on two separate occasions (22 Nov 00 and 16 Jan 01). Additionally, a request for industry comment on the draft Statement of Work and Request for Proposal was issued on 18 Jun 01. This synopsis is a follow-on for this requirement. The MPF functions involved in this study are the Awards and Decorations program, Unit Personnel Records Group (UPRG), and Personnel Systems Management (PSM) functions at the following locations: Andersen AFB, Guam; Eielson AFB, AK; Elmendorf AFB, AK; Hickam AFB, HI; Kadena AB, Japan; Misawa AB, Japan; Yokota AB, Japan; Kunsan AB, Republic of Korea; and Osan AB, Republic of Korea. In providing these functions, the contractor is required to provide all personnel, equipment, tools, materials, supervision, and services necessary to maintain the following: The Awards and Decorations functions include, but are not limited to, manage the awards and decorations programs to the standards identified in DoD Manual 1348.33-M, AFI 36-2803, AFI 36-2805, and AFSCM 36-699. The UPRG functions include, but are not limited to, establish, maintain, transfer, and ensure the daily accountability of the UPRG to the standards identified in AFI 36-2608. The PSM functions include, but are not limited to, providing a functional link between the Military Personnel Flight and the Personnel Data System (also named the Standard Base Level Computer) and manage the base-level Personnel Concept-III systems standards identified in AFCSM 36-699, Vols. 1 & 6, AFCSM 36-130, AFI 33-332, AFI 37-138, and AFI 33-115. All Contractors must be registered in the Centralized Contractor Registration (CCR) program in order to receive a contract award from any DoD activity. Contractors may access the Internet at http://www.ccr2000.com/ to register and or obtain more information about the CCR program. This requirement is set-aside for small business concerns. The applicable NAICS is 541612 (SIC is 8742), with a size standard of $5 million. The contract performance period is anticipated to run from 1 Apr 02 through 30 Sep 02, with four one-year and one six-month option periods. The Not to Exceed amount for this effort is $15,094,512.50. The RFP, changes to the RFP, and related information may only be downloaded from the Electronic Posting System at http://www.eps.gov/. The solicitation is anticipated to be available on or about 21 Aug 01.
