Description
The Department of Housing and Urban Development (HUD) intends to award a nine month firm fixed price requirements contract with the option to extend the contract for an additional three months, as determined by Ginnie Mae. The contractor shall provide for pool processing, securities authentication, pool certification, central register, central paying, factor collection/dissemination, tax reporting, platinum trustee and REMIC information agent, etc. In addition, the contractor shall assist Ginnie Mae in working with the financial industry to complete an ongoing initiative to move the settlement and trading of Ginnie Mae securities from the Depository Trust & Clearing Corporation to the Federal Reserve. This initiative involves working with the Federal Reserve to convert Ginnie Mae securities to the Federal Reserve and to provide data and technical expertise with respect to implementing new functionalities on the Federal Reserve's Fedwire system. The Chase Manhattan Bank is the current provider of the above services and the only firm able to continue the services without risking disruption to the settlement and trading of Ginnie Mae securities during the implementation period. A three month extension to the nine month sole source contract is being included to allow for unforeseen delays in the implementation of the above initiative and to accommodate an orderly transition to a new contractor, if necessary, when the work is competed in an full and open competition. =20
