BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Narcotics Affairs Section at the American Embassy in Lima, Peru. PURPOSE: The purpose of this professional services contract position is to provide technical competencty in the purchasing, shipment, storage, accounting, and dispensing of fuels for the Narcotics Affairs Section's (NAS) Aviation Program in Peru. II. Scope of Work: The Contractor shall: Monitor stock fuel levels of NAS fuel network which include bulk storage at one main operating base and six forward deployed locations. Order bulk fuel using existing purchase order agreements and contracts. Plan, coordinate and advise the Embassy Field Coordinators (EFC) and the Aviation Program Senior Advisor on fuel issues for present and future counter-narcotics campaigns. Review, update, rewrite existing Standard Operating Procedures (SOP) and instructions as required incorporating safety awareness and risk management principles. Perform oversight, evaluation, audit and verification of existing into-plane and into-tank fuel purchase contracts which include major fuel suppliers, transporters and DOD contracted agencies. Supervise, train, and evaluate locally hired fuel handlers located at the main operating base and forward deployed locations. Conduct and maintain records of periodic inspections of fuel quality and accountability, and perform fuel equipment inventories. Repair fuel delivery systems that include fixed tank and portable baldder, pumps, motors, filters, hoses and nozzles. To inlcude performing calibration of meters. Coordinate and establish operational agreements with Peruvian counterparts (PNP, Army, Navy and Air Force) on fuel issues concerning the Counternarcotics (CN) efforts. Develop and conduct periodic preventive maintenance chacks and services on all fuel handling equipment in order to maintain equipment in a high state of readiness for a rapid deploy forward arming and refuel point (FARP). Provide the Aviation Program Senior Advisor with monthly reports of fuel usage, inspections conducted and reimbursement for fuel provided to external agencies. Consolidated and request petroleum, oil, and lubricant (POL) oriducts, repair parts, and expandables for fuel handling equipment throught the Aviation Program Senior Advisor for funding approval. The work is primarily conducted in an office or airport facility. Frequent travel and temporary living in austere field operating locations is required. The incumbent will travel to locations in the tropics or to mountainous, high altitude terrain, which involves significant physical exertion. Some field sites have been declared hazardous duty locations due to hostile activities of the narco-traffickers and subversive elements and therefore pose significant risk to the incumbent while at these sites. III. Desired Qualifications: U.S. Citizen, subject to State Department security clearance; High school diploma or GED from an accredited institution required, college education (associates or bachelors degree) highly desired; Must have attended formal course of training in aviation fuels management (civilian or military) with a minimum of five years work experience; Typing and basic computer skills, including information technology and management systems required. Computer skills should include word processing, spreadsheet, database, and e-mail applications; Spanish language ability at the FSI level R@/S2 or the defense language proficiency test (DLPT) level 2/2 is required; In-depth knowledge of Air Transport of America (ATA) fuel inspection and testing procedures and Department of Defense (DOD) regulations and standards for operating in off airport environments; Experience in aviation operations, including employment of fixed wing and rotary wing aircraft in counter-narcotics operations; Physical Requirement: Must be in good physical health to walk, crawl and climb ladders; Must be able to tolerate exposure to chemicals, vapors associated with fueling operations; Must be able to live in jungle environment and tolerate discomfort from insect bites and hot and humid conditions; Must be able to lift up to 50lbs to a height of 4ft and to lift up to 35lbs to a height of 6ft; Must have eyesight correctable to 20/20. Must be able to take micrometer readings and small scales, see imperfections in bladders and interpret fuel test readings; Must be able to distinguish colors and three-dimensional depths; Experience in working in a foreign environment and; Knowledge of office procedures procurement, end-use monitoring, inventory and accounting. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Factor 1. Offeror's ability to implement, monitor and evaluate fuel dispensing activities, and ability to operate independently. Factor 2. Offeror's ability to interact, coordinate and negotiate with working level officials of Peru concerning the implementation of operations nationwide. Factor 3. Skill in oral and written communication to prepare and present cpmplex analyses, recommendations and solutions, including proposals and reports. Factor 4. Demonstrated experience and proven good performance in coordinating work with several agencies on a simultaneous basis. Factor 5. Demonstrate experience and proven good performance in writing and living in Latin America, particularly in Peru. V. Compensation: Compensation for the position will be negotiated as follows: level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
