PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Narcotics Affairs Section at the American Embassy in Lima, Peru. PURPOSE: The purpose of this professional services contract position is to assist in field-level liaison and coordination with officials of the host government and other USG agencies concerning the implementation of bilateral agreements for counternarcotics and alternative development project activities and operations nationwide. II. Scope of Work: The Contractor shall: Provide field-based security advice and field assessments. Monitor day to day CORAH/CADA issues and activities. Review support plans, logistical requirements, and measures of effectiveness to ensure compliance with approved policy guidance. Coordinate the CORAH/CADA program. Receive, evaluate and process requests for travel, supplies and equipment needed to support approved CORAH/CADA activities. Review vouchers submitted in liquidation of expense. Conduct regular liaison with CORAH/CAD to ensure proper use of training funds and other training to support CORAH/CADA. Monitor training needs, suggest training and where appropriate, conduct training to enhance operational effectiveness and security. Where appropriate suggest changes in operational procedures to enhance operational effectiveness and security. Coordinate with NASand USG and GOP counterparts for all logistical support for the CORAH/CADA project. Work in conjunction with NAS Procurement and Accounting to define commodity procurement and tracking of purchases. Work with the Narcotics Control Officer to develop and draft goals and objectives to be incorporated into an annual plan. Assist in the management of the project in furthering overall program objectives as outlined in the annual plan, andinperformin continuing evaluations of progress towards meeting those objectives, including field obervations of eradication and monitoring. Provide early notification to supervisor of potential problem areas. Conduct on-site inspections to perform end-use monitoring and to ensure that program objectives are being met and that support is provided according to sound, professional management principles and practices meeting applicable USG regulatory standards, and to prevent waste, fraud or abuse in the use of USG resources. Reveive, evaluate and process all CORAH/CADA travel requests. Review all receipts and vouchers submitted to liquidate expenses. Assist in other oversight of agricultural study and extension projects, including the Institute for Tropical Crops research (ICT) and USDA/ARS approved NGO. III. Desired Qualifications: U.S. Citizen, subject to State Department security clearance; Bachelor's degree from an accredited educational institution, or equivalent (i.e. Associate degree with 5 years relevant experience) in a related field such as international development, international affairs, business administration, agriculture/agronomy; Five years relevant overseas experience in program operations and administration, program management, military operations or police science; Knowledge of management policies and principles; Knowledge and skill in using management information systems, including word processing, spreadsheets and general personal conputer operations; Knowledge of office procedures, procurement, end use monitoring, inventory, and accounting; Demonstrate strong interpersonal and communication skills (verbal and written); Spanish language at S3+/R3+ level. Oral interview required if candidate meets other requirements. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Factor 1. Demonstrate expertise in field operations planning, implementation and evaluation for optimal effectiveness and security. Illustrative factors include demonstrated success in security assessment and contingency planning, logistics planning operations implementation and evaluation. Factor 2. Demonstrate ability to coordinate multiple agencies and actors in complex missions. Cross-cultural and multi-nation experience preferred. Factor 3. Knowledge and experience in using adult training methodologies. Factor 4. Experience implementing USG Counternarcotics programs. Factor 5. Field experience in Peru or other Latin American country. Factor 6. Oral and written communications skills (writing sample required). Factor 7. Monitoring and evaluation experience, including end-use monitoring. Factor 8. Experience in evaluating equipment, travel and training requests and liquidations. V. Compensation: Compensation for the position will be negotiated as follows: level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
