- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Centers for Disease Control & Prevention/National Center for Infectious Disease requires an indefinite quantity contract for the purchase of sixteen (16) different reagent buffer solutions for use in various CDC laboratories. A contract for an initial ordering period of twelve months and options for extending the ordering period for four additional years is contemplated. All chemicals provided must be American Chemical Society or better and must be produced by an FDA Good Manufacturing Practices (GMP) compliant facility. The SPECIFIC FORMS REQUIRED AS PART OF PROPOSALS can be obtained by contacting Robert Christopher at 770-488-2611 or by e-mailing at rchristopher@cdc.gov. Offerors proposing a product not previously approved by CDC must provide, as a part of their proposal, 12,000 ML of each product proposed for agency testing for product efficacy. Use of 1000 ML plastic bottles is preferred. An offer acceptance period of 90 days from the closing date for receipt of proposals is required in order for the agency to perform all necessary testing. The agency believes that its requirements can only be met by Life Technologies (a division of Invitrogen); however all responsible sources which can meet the requirements listed may submit a proposal which will be considered by the agency. Proposals will be evaluated based on the following EVALUATION FACTORS: 1) Chemicals must be American Chemical Society or better; 2) Must be produced by an FOA Good Manufacturing Society or better; 3) Delivery must be within (8) eight week period; 4) Contractor will provide storage of the 16 solutions on an ON CALL BASIS. All product deliveries will be to CDC/NCID, 1600 Clifton Road, Atlanta, GA, 30333 within eight (8) weeks after receipt of order. The contract will also include a requirement for storage of solution on behalf of the agency on an as needed basis. An award will be made to Life Technologies on a sole source basis if no other responses are received to this announcement. This solicitation is a Request for Proposal. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-22. The North American Industry Classification System (NAICS ) code for this procurement is 325998 ALL OTHER MISCELLANEOUS CHEMICAL PRODUCT AND PREPARATION MANUFACTURING; the small business size standard is 500 employees. The FOB point shall be Destination, Atlanta, Georgia. The acceptance location is at CDC/NCID, 1600 Clifton Road, Atlanta, GA.
