Description

The Government intends to acquire a commercial item using FAR Part 12. The Federal Communication Commission is seeking a qualified contractor to provide a "Joint Financial Management Improvement Program (JFMIP) certified or compliant Commercial Off the Shelve (COTS) Full Time Equivalent Reporting and Tracking System application and related implementation support services." The FCC requires that its FTE Reporting and Tracking System automate its FTE reporting requirements as well as perform labor cost distribution functions. The selected COTS vendor will be required to provide the following services and products: A)Project Management Plan (Milestones; B)Monthly Performance Report; C)Weekly Status Report; D)JFMIP Certified Cost Accounting Software; E)Implementation Plan; F)Training Plan; G)Acceptance Test Plan; H)Acceptance Test Report; I)User's Desk Manual; J)Implementation Support K)Post Implementation Support; L)Electronic Web-based Documentation; M)Data Conversion Plan; N)Data Conversion; O)Detailed System Documentation and Data Dictionary (process models, tables, attributes, relationships, etc.); P)Systems/Software Development Plan; Q)Data Models; R)Requirements Compliance Matrix (Functional Requirement Document currently consists of 110 requirements); S)Business Continuity and Contingency Plan; T)Software/System Design Document.
