Description

The Government intends to acquire a commercial item using FAR Part 12. The Federal Communication Commission is seeking a qualified contractor to provide a "Joint Financial Management Improvement Program (JFMIP) certified Commercial Off the Shelf (COTS) Managerial Cost Accounting and Budget Formulation and Execution applications and related implementation support services." The FCC requires its managerial cost accounting application to provide cost information to assist in the following areas: 1)Budget and Cost Control, 2)Performance Measurement, 3)Determining Reimbursements and Setting Fees and Prices, 4)Program Evaluations, and Making Economic Choice Decisions. The FCC requires that its budget formulation and execution system be electronically integrated with the FCC's core financial system, its cross-serviced payroll provider and OMB's budget formulation system, the new managerial cost accounting system and the new FTE tracking and reporting system. This system is expected to use the information available in the core financial system and labor cost data and combine this with direct data entry by users to provide a useful, effective and multi-user Budget Formulation and Execution System The selected COTS implementer will be required to provide the following services and products: Project Management Plan (Milestones; A)Monthly Performance Report; B)Weekly Status Report; C)JFMIP Certified Cost Accounting and Budget Formulation and Execution Software; D)Implementation Plan; E)Training Plan; F)Acceptance Test Plan; G)Acceptance Test Report; H)User's Desk Manual; I)Implementation Support; J)Post Implementation Support; K)Electronic Web-based Documentation; L)Data Conversion Plan; M)Data Conversion; N)Detailed System Documentation and Data Dictionary (process models, tables, attributes, relationships, etc.); O)Systems/Software Development Plan; P)Data Models; Q)Requirements Compliance Matrix (Functional Requirement Document currently consists of 110 requirements); R)Business Continuity and Contingency Plan; S)Software/System Design Document.
