Background "DATE: 7 AUG 01 POC: 1Lt Kimberly Burt, Contract Negotiator/Rachael Harris, Contracting Officer The F-15 Contracting Division (ASC/FBAK) at Aeronautical Systems Center, Wright-Patterson AFB, OH, plans to enter into sole source procurement BAE Systems of Austin, TX, under the authority of 10 USC 2304(c)(1). Announcing a notice of contract action for the procurement of BOL-515 Countermeasures Dispenser Group B system for installation on F-15A/B/C/D/ aircraft. This firm-fixed price effort requires production of all BOL-515 and modification of the LAU-128 launcher for acceptance of the dispenser. BAE Systems shall be responsible for producing all Group B associated software and support equipment and modifying the launchers. BAE systems shall also be responsible for Interim Contractor Logistic support of the system until such a time that an organic capability is established or until a decision is made to procure Contractor Logistic Support. BAE system is the only source possessing the required technical knowledge, proprietary data, and facilities necessary to accomplish this effort. BAE Systems has exclusive rights to sell the BOL-515 Countermeasures Dispenser from Celsius Tech Electronics, now a part of Saab of Sweden, in the United States.
