Description
DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. This solicitation number S0100775 is issued as a Request for Quote (RFQ). Proposals are due August 21, 2001. This requirement is being issued as a Request for Quotation using Simplified Acquisition Procedures. The following items are to be purchased by the U.S. Department of Energy's National Energy Technology Laboratory (NETL), Pittsburgh, PA and is to be shipped to our site located in Morgantown, WV. MICROMERITICS AUTOCHEM 2910 CHEMISORPTION ANALYZER, P/N 291/00000/00 OR EQUAL. (E.g., AUTOMATED CATALYST CHARACTERIZATION SYSTEM OR EQUAL). The analyzer must meet the following specifications and salient features. (1) The automated catalyst characterization system shall be fully automated and posses the ability to perform temerature programmed oxidation (TPO), temperature programmed desorption (TPD), temperature programmed reduction (TPR), BET surface area and pulse chemisorption studies. The package must come with all control and operation software along with four integral mass flow controllers and a vapor generator assembly. The flow coefficient for the mass flow controllers shall be changeable through the software interface. (2) The vendor shall be a certified 9001 manufacturer. (3) The automated catalyst characterization system shall be designed for ambient or near ambient pressure studies. The catalyst heated sample cell (clamshell) shall possess linear ramp capability and the ability to reach 1100 degrees Centigrade. (4) The automated catalyst characterization system shall possess the ability to introduce various vapors into the sample analysis manifold via a vapor generator accessory. (5) The automated catalyst characterization system shall possess two independently controlled zones within the heated vapor generator: a reflux heater and a bulk liquid sample heater. (6) The control software for this unit must be Windows based and poses the ability to save files in the ASCII format. The accompanying data reduction software package must employ GRAMS/32, or equivalent, peak selection, peak editing, peak integration and smoothing software. Control software must possess the ability to be altered during an experiment without disrupting the protocol sequence. (7) The software shall contain built in alrams to warn users of unsafe conditions. Also, the automated catalyst characterization unit shall contain an independent built-in controller incase the PC crashes. (8) The automated catalyst characterization system shall have a total dead volume of less then 0.8 cc/g. (9) The automated catalyst characterization system shall contain a minimum of four independently heated temperature zones including heated valves. Heating up to 150 degrees Centigrade shall be provided for these zones. Additionally, the gold plated thermal conductivity detector (TCD) shall also be independently heated. (10) A sample port shall be provided to sample exhaust gases exiting the catalyst characterization system. (11) The price of the automated catalyst characterization unit shall include the initial installation and testing by the vendor and travel costs associated with the installation. Two copies of the operations manuals will also be necessary. (12) Onsite installation and training shall be provided at the installation site. (13) The vendor shall supply details of its normal commercial warranty. (14) The automated catalyst characterization system shall posses the ability to conduct sub-ambient analyses and experiments with the use of a cryo-cooler accessory. DELIVERY: Equipment must be received FOB Destination is required (all freight included). FAR 52.212-1 Instructions to Offerors -- Commercial Items (AUG 1998) is incorporated by reference and applies to this acquisition. Within FAR 52.212-1, an reference to "offer" is changed to read as "quote". The provisions at 52.212-2 Evaluation -- Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The offeror shall provide backup information to support the quoted prices (e.g. a copy of current catalog or established price list, etc.). FAR 52.212-3 Offeror Representation and Certifications -- Commercial Items, FAR 52.214-4 Contract Terms and Conditions -- Commercial Items, and FAR 52.2121-5 Contract Terms and Conditions Required to implement Statutes or Executive Orders -- Commercial Items apply to this acquisition. FAR provisions and clauses including FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam ERA, it has ( ), has not( ) submitted the most recent report required by 38 U.S.C. 4212(d). (B) An Offeror who checks "has not" may not be awarded a contract until the required reports are filed. (31 U.S.C. 1354). ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); remit to address if different; and business size. EVALUATION: The following factors shall be used to evaluate offers in order or precedence: Technical compliance with the specifications of this RFQ and cost. 52.212-3, Offeror Representation and Certifications -- Commercial Items; and 52.212-4, Contract Terms and Conditions. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. Anticipated award will be on or about September 5, 2001.
