Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document is issued as a Request for Quotation. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The Northern American Industrial Classification System (NAICS) is 511130 and the small business size standard of 500 employees. The IRS is seeking 5164 copies of a tax publication that specifically addresses the Law, Explanation and Analysis of the Economic Growth and Tax Relief Reconciliation Act of 2001for delivery on or before September 30, 2001 (FOB Destination). The following clauses and provisions are incorporated and apply to this solicitation: 52.212-1, Instructions to Offerors -- Commercial; 52.212-2 -- Evaluation -- Commercial Items (a) the government shall award a purchase order to the responsible offeror whose offer conforms to this solicitation and who price represents the lowest cost to the Government; 52.212-3, Offeror Representations and Certifications -- Commercial Items (a) THE OFFEROR SHALL INCLUDE A COMPLETEED COPY OF THIS PROVISION WITH THEIR QUOTE; 52.212-4, Contract Terms and Conditions -- Commercial Items; 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. The following additional FAR clauses are also applicable to this acquisition: 52.219-6, Notice of Total Small Business Set-Aside52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era 52.225-3, Buy American Act; 52.225-13, Restriction on Certain Foreign Purchases and 52.232-33, Payment by Electronic Funds Transfer.
