Description
Requirement consist of providing Title I Architect-Engineer (A-E) Services for medical and non-medical facilities at Lackland Air Force Base, Lackland Training Annex, Camp Bullis Army Post and Kelly Field Annex, formally Kelly Air Force Base, west of the aircraft runway. All of the above locations are located in San Antonio, TX. Work involves investigations and/or designs for work ranging from general construction to complex medical designs to include renovation and alteration projects. Title II Services may also be required. This announcement includes two Indefinite-Quantity contracts. The contract will be for a one year time period with four option years of service. Each project will be accomplished under Task Orders written against an (IDIQ) contract. The guaranteed minimum for the contract is $5,000. The IDIQ contract will have a not to exceed limit of $500,000 per year. No individual task order will exceed $299,000. The type of contract contemplated is a negotiated firm-fixed price contract. Fixed wages will be negotiated for all individual disciplines involved. The estimated start date for the IDIQ contract, for the basic contract year is 1 October 2001. This acquisition is unrestricted. Small business concerns and small disadvantaged business concerns are encouraged to respond to this announcement. Evaluation factors in priority order are: (1) Capability; professional qualifications of the staff to be assigned to this contract. Architects, civil, electrical, mechanical, and structural engineers, as well as lead-based paint and asbestos abatement design capabilities, are required. Sources for the design capabilities may be in-house or consultants, with preference given to full in-house capabilities; (2) Specialized medical/hospital facility expertise is critical. Demonstrate ability in professional work from previous work of a nature similar to this contract that complied with National Fire Protection Association (NFPA) standards and Military Handbook 11-91, for Medical and Dental facilities. (3) Must demonstrate a team concept of expertise in medical designs with a working knowledge of the Joint Commission Accreditation of Medical Facilities inspection program. =20 (4) Workload (capacity to accomplish the work within the anticipated schedule, considering other work in progress); (5) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (6) Location, with preference given to local firms; (7) Demonstrated success in prescribing the use of recovered materials and achieving waste reductions and energy efficiency in facility design; (8) Number of prior Department of Defense (DOD) A-E awards by fiscal year including current and previous three years and total dollar value of prior DOD A-E awards by fiscal years including current and previous three years; (9) Computer assisted design and drafting (CADD) capability with preference given to in-house capability with AutoCAD Release 2000 or later releases to develop all drawing features including layering, dimensioning, text size, font, line weights, and other CADD features in accordance with Tri-Service CADD standards; (10) Computerized development of design analysis, cost estimates, specifications, and other required documents with preference given to in-house development using Microsoft Office 2000. Elite HVAC Load Calculation programs; (11) The A-E professional staff shall have the capability to produce metric designed projects. Lack of capability to design using the ?hard? metric system will disqualify applicant. Architect-Engineer firms, which meet the requirements described in Note 24 of this announcement, are required to submit, a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project. Firms, or branch offices of firms, responding to this announcement should also enclose a current (within the past year) and accurate copy of the Standard Form 254. All information relating to the firm?s qualifications must be contained in the Standard Forms. Inclusion by reference to other materials is not acceptable. The SF 255 is limited to the eleven pages of the form itself plus five additional one-sided pages of information concerning the firms qualifications related to this specific contract. Firms responding to this announcement no later than 4:30 pm, 23 August 2001 will be considered. No other general notification to firms under consideration for this contract will be made and no further action is required. This is not a Request for Proposal. Firms must indicate the dollar amount (one-figure) of A-E contracts for the three years proceeding the date of this synopsis, and a listing of the number of Department of Defense A-E contracts awarded during each fiscal year including the current fiscal year up to the date of this synopsis and three prior fiscal year periods (four periods).
