- DESCRIPTION: The Defense Threat Reduction Agency (DTRA) seeks potential sources that can provide a wide range of Information Technology Services (IT) to support the IT infrastructure of DTRA. This is a SOURCES SOUGHT SYNOPSIS; there is no solicitation av ailable at this time. No response will be provided for requests for a solicitation. THIS SOURCES SOUGHT SYNOPSIS IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. DTRA's overall mission is to safeguard Americans and its friends from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosive) by reducing the present threat and preparing for the future threat. In conjunction with perf orming this mission, there are numerous other supporting activities required to ensure the successful functioning of the agency. DTRA, therefore, is seeking sources that can provide as a prime contractor a variety of IT services to meet the agency IT inf rastructure. The requirement is for IT Architecture-Engineering and Knowledge Management Support. 1.0 CONTRACT OBJECTIVES. To procure the following set of integrated IT services covering IT Architecture-Engineering and Knowledge Management support. 1.1 IT Architecture-Engineering Support. 1.1.1 Evaluate, design, integrate, test, and engineer new technologies and capabilities into the Agency's enterprise-wide IT infrastructure, at all classification levels, to meet one to ten-year mission requirements. 1.1.2 Evaluate and model/simulate, as necessary, new IT capabilities and determine their potential effect on the current or target IT environment. Scope and size the appropriate level of new IT capabilities through the use of evaluation tools, test networks/systems, or other quantitative methodologies and create performance metrics 1.1.3 Provide a full range of project management support for complex and major IT initiatives associated with new or emerging technology integration and/or engineering efforts. 1.1.4 Develop and coordinate plans for transitioning a technology or new capability from design/development/pilot status to operations & maintenance status. 1.1.5 Review proposed additions, deletions, and modifications to the Agency-enterprise wide IT infrastructure for technical soundness, performance, adherence to standards, adherence to plans and goals, and security considerations. 1.1.6 Provide technical assistance at meetings with select end-users and managers who have complex or high-priority IT requirements and recommend technologies and/or upgrades that satisfy those requirements. 1.1.7 Review federal, DoD, and DTRA IT policies, instructions, standards and similar documents and make recommendations as to their impact on DTRA plans and IT infrastructure. 1.1.8 Provide advice and assistance in establishing and monitoring the compliance of DTRA performance, interoperability, hardware, software, and other-related standards across the Agency. 1.1.9 Provide technical and/or project management advice and assistance to government IT personnel at conferences and meetings at department, Agency, DoD, federal, and private-sector levels. 1.1.10 Develop white-papers, information papers, studies, or related documents on the applicability and feasibility of specific technology/upgrades to the enterprise IT infrastructure. Include technical capabilities, problems or requirements the technolog y addresses, business case analysis with alternatives (costs-benefits), milestones, general time line for implementation, and associated systems and/or network diagrams (architecture views), and other associated documentation which will help government IT managers determine an appropriate course of action. 1.1.11 Develop current and target Operational Architecture Views, Systems Architecture Views, Technical Architecture Views, and associated sequencing plan (including technology, budget, personnel, etc) for technologies and/or new capabilities being incorpo rated into the ent erprise IT infrastructure from 1 year to 5 years out. 1.1.12 Maintain Architecture Views in a standard tool or format as determined by government IT management. Incorporate other Agency IT initiatives into a combined Enterprise Architecture View or tool to enable the Chief Information Officer a nd/or other IT managers to have oversight and a big picture of IT initiatives across the Agency. 1.2 Knowledge Management (KM) Support. 1.2.1 Evaluate, design, test, pilot, and integrate new Portal/Web technologies/capabilities (or similar emerging KM technologies), database technologies, data mining technologies, data warehousing technologies, intelligent agents, and related technologie s to support data, information, and other KM initiatives at all classification levels to meet one to ten-year mission requirements. 1.2.2 Draft Agency policies, procedures, and standards relating to data, information, content management, or other KM initiatives. 1.2.3 Develop a mission focused KM strategy that incorporates best practices, process improvement, and intellectual capital; captures user and market information; and creates KM metrics. 1.2.4 Prepare business cases for the recommendation and application of data, database, Web-based, Portal-based, or other KM solutions. 1.2.5 Develop, maintain, and oversee an information or content architecture for Agency data, information, and/or knowledge initiatives. 1.2.6 Review federal, DoD, and DTRA IT policies, instructions, standards and similar documents and make recommendations as to impact on DTRA plans for data, database, Web-based, Portal-based, or other KM initiatives. 1.2.7 Provide technical assistance at meetings with select end-users and managers who have complex or high-priority data, database, or other KM requirements and recommend technologies and/or upgrades that satisfy those requirements. 1.2.8 Provide technical and/or project management advice and assistance to government IT personnel at conferences and meetings at department, Agency, DoD, federal, and private-sector levels. 1.2.9 Develop white-papers, information papers, studies, or related documents on the applicability and feasibility of specific data, database, Web-based, Portal-based, or other KM technologies/upgrades. Include technical capabilities, proble ms or requirements the technology addresses, business case analysis with alternatives (costs-benefits), milestones, general time line for implementation, and associated systems and/or network diagrams (architecture views), and other associated documentatio n which will help government IT managers determine an appropriate course of action. The scope of the resultant contract extends to DTRA locations worldwide. The Government's objective is to have one integrating contract with the ability to perform all tasks related to the objectives stated above. The Government anticipates award of an in definite delivery/indefinite quantity contract. This Sources Sought Synopsis is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. Any information submitted by respondents as a result of this synopsis is strictly voluntary. This synopsis is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Prospective suppliers will supply a capability summary not to exceed ten (10) pages in length describing their relevant corporate experience.
