- The USDA Food Safety and Inspection Service requires the services of a conference/meeting center to host the National Advisory Committee on Microbiological Criteria for Foods (NACMCF) meeting to be held in the Washington, DC metropolitan area on September 17-20, 2001.=20 The purpose of the Committee is to provide scientific advice and recommendation to the Secretary of Agriculture and the Secretary of Health and Human Services on public health issues relative to the safety and wholesomeness of the U.S. food supply including development of microbiological criteria and review and evaluation of epidemiological and risk assessment data and methodologies for assessing microbiological hazards in food. The contractor shall be tasked with the following requirements: provide a conference facility to house the committee meeting and an estimated 125 guests. Conference space for September 17th and 20th will be used for the plenary session. This space must be no less than 2,000 square feet, with no obstructions, to accommodate the requested hollow-U setup with 35 to 40 people around the U and the remainder of the attendees seated theater style around the parameter of the room. Additional space within the meeting room will be required to set up a podium, a table for audiovisual technician, and a court reporter. On September 18th and 19th four breakout rooms will be required to house 30 to 50 people in each room. The setup for the four breakout rooms will be as follows: hollow-U, hollow square or conference style to seat about 15-25 around the tables and the remainder of the participants seated theater style around the parameter of the room. Other specifications: Meeting facility shall set aside a block of 25-35 sleeping rooms, at government rates, site shall be no more than 30 minutes from Ronald Reagan National airport, site shall be in close proximity of public transportation, conference space should be available the evening before the meeting with all tables and seating in place, so the audiovisual equipment can be setup, conference space shall be available 7:00 a.m. to 6:00 p.m. on all four days, outside foyer of conference space shall be available, with a minimum of 8 tables, for registration of attendees and handouts. a telephone shall be made available in registration area for local calls only, an a.m. and p.m. refreshment break shall be available to the attendees. (Morning: coffee, decaffeinated coffee, hot tea, and danish and Afternoon: variety of sodas, spring water, and cookies). =20 Audiovisual equipment is required for the plenary session of the meeting -- September 17 and 20th. The equipment list is as follows: Slide projector w/remote control, LCD projector, Overhead projector, 7.5' x 10' fastfold screen, 8 -- Unidirectional Microphones, 8 -- Table top Microphone stands, 1 or 2 -- Full range speakers, 1 or 2 -- Full range speaker stands, Amp rack, , Equalizer/Compressor, Mixer, 1 -- Floor microphones, 1 -- Floor stands, All pertinent cables, 1 -- Technician on-duty for the duration of the meeting, Delivery/setup, if applicable. If the facility is capable of providing this equipment, a list can be obtained from the CO. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. There are no small business set-asides associated. A list of contract line item are as follows: 001 Meeting space for four days; 002 Refreshment breaks for four days (a.m. and p.m.); 003 Sleeping room rates; 004 (optional) Audiovisual equipment rental for four days. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition, with no addenda. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this requirement and the specific evaluation criteria in paragraph (a) are conference space suitability and availability and price. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition, with no addenda. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and the additional FAR clauses are cited in are applicable to the acquisition: 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-19, Child Labor -- Cooperation with Authorities and Remedies (E.O. 13126).
