- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number OJP-2001-Q-025 is issued as a request for quotation (RFQ), and will be awarded as a contract using the simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-47. This is an unrestricted procurement. The Office of Justice Programs/Office of the Police Corps and Law Enforcement Education (OPCLEE) is designed to address violent crime by increasing the number of officers with advanced education and training assigned to community patrol in areas of great need. The program provides guidelines encouraging the development, implementation and operation of new approaches, techniques and methods related to law enforcement basic training. The training program is intended to teach the knowledge, skill and attitudes essential to serve effectively on community patrol, to develop the physical, moral and analytical capabilities of the participants, and to teach self-discipline and organizational loyalty. OPCLEE is seeks an organization to assist in the development and initiation of the survey, research, and analysis of national trends in law enforcement basic training to assist OPCLEE in the continuous improvement of its program. Wide dissemination of the study will allow these same benefits to accrue to other police training academies as well. The research and analysis will include but not be limited to, a review of available training manuals and course literature and innovative instructional methodologies. Upon review, OPCLEE may request additional follow-up evaluation of the results in order to obtain the most accurate results and information. This post research and analysis effort may include detailed and complete follow-up contact with surveyed individuals, more thorough analysis of the original survey results, personal interviews with individuals, research and comparisons of current law enforcement training procedures of recruits, cooperation and involvement with advisory councils, and any further research and analysis that may produce significant and accurate results. The project plans must include collaboration with national law enforcement associations and organizations in an effort to build a strong relationship and line of communication for the benefit and success of the survey and research. The survey should provide a national comparison of current practices in academies at the Federal, State and Local levels. The results provided must be useful in an analysis of the various categories of instruction, total hours committed to the core curricula, as well as hours allocated to each individual course and subject. Research and survey analysis of this project should include some, if not all, of the aforementioned areas of interests as well as the suggested areas of research listed: The role of ethics in training, Physical training-methods and requirements, Total number of hours in training, Number of hours dedicated to each specific skill/subject, Technological resources available and utilization, Concentration on hands-on skill development Amount of emphasis placed on specific skills/subjects, Legal training, The role of advisory/citizens boards in developing and delivering curricula,Recruiting, Multi-cultural awareness,Curriculum development,College requirements and education, Instructors-education, Law enforcement experience, background, Innovative programs/concepts, Adult learning methods employed (role play, real life scenarios), Integrated learning-increasing complexity throughout training, Criteria for removal of trainees. Contactor shall provide a detailed description/outline of project plans, model of survey procedure/format, Initiate project plans -- survey, interview, research, etc., Presentation of preliminary results and analysis, Follow-up research and analysis, Presentation of post follow-up results and conclusions. All items shall be delivered to the Office of the Police Corps and Law Enforcement Education (OPCLEE), Attn: Mr. Jose' McLoughlin, 810 7th Street, N.W., Washington, D.C. 20531. The following provisions apply to this acquisition: 52-212-1, Instruction to Offerors-Commercial(JUN1997);52.212-2, Evaluation-Commercial Item(OCT1995). The vendor responding to this acquisition should provide this office with the following: A price quote on company letterhead for the requested item(s), stating hourly rate, prompt payment terms, correct remittance address, and a completed copy of the FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items(JAN1997) and 52.212-5, Contract terms and conditions required to inplement statutes or executive orders-commercial items(AUG1996).
