Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA Ames Research Center plans to purchase a Recirculating Chiller for use in the Thermal Protection Materials and Systems Branch. It will be used to supply cooling fluid for two water cooled high temperature furnaces. The system specifications have the following requirements: 1) Chiller will be externally located, (outside, unprotected, next to a building) and must be weatherproof. 2) Chiller will be situated next to an existing Neslab 2000X chiller, and for maintenance and service purposes the new unit must share commonality of components with existing chiller. 3) Temperature Range: +5 degrees C. to +25 degrees C. 4) Cooling Capacity: 60 Hz: 85-90 Kw at 25 degrees C. 5) Hot gas bypass refrigeration system for accurate temperature control. 6) Semi-hermetic compressor designed for safe, no-load, continuous operation. 7) Pumping capacity: 60 Hz: 45 gpm at 60 psi.; 60 gpm at 45 psi. 8) Flow control valves on inlet and outlet. 9) Temperature stability: plus/minus 1 degree C. 10) Operating Temperature (ambient): -10 degrees C. to 40 degrees C. 11) Electrical Overload Safety: Completely fused system. 12) Compressor Safety: Thermal overload, High Pressure and Low Pressure. 13) Oil and refrigerant sight glass for system status. 14) Stainless steel reservoir tank. 15) Stainless steel and copper heat exchanger. 16) Universal Power: 480 volt, 60 Hz, 3 phase. 17) Weatherproof, NEMA 4 enclosure. 18) Temperature Controller with: 19) Programmable self-diagnostic microprocessor controller with an alpha numeric display and a seamless keypad that displays: a) Setpoint and recirculating fluid. b) Temperature to a 0.5 degree C. resolution. c) Process flow rate. d) Low level, high temperature, low temperature and low flow fault indicator with alarm. e) User adjustable alarm limits of process flow rate. f) Service loop for troubleshooting. g) 15-pin analog interface port and RS-232 port. h) Remote control capability with 100-foot cable to connect to base unit. i) Onsite installation /inspection by manufacturer's representative includes: wiring, plumbing, and refrigeration inspection and initial start-up presence to perform necessary adjustments to ensure optimum system performance. The provisions and clauses in the RFQ are those in effect through FAC 97-27. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 333415 and 750, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Ames Research Center is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 12:30 P.M. Pacific Time, August 23, 2001 and may be mailed or faxed to Attn: Marianne Shelley, Acquisition Branch for Aeronautics, M/S 227-4, Moffett Field, CA 94035-1000, FAX: 650-604-4357 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. These requirements include: 1. Ease of use, maintenance, and support; and, 2. Quoters must provide two references of previous orders for the item quoted. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
