SUBJECT: AMENDMENT TO RESEARCH AND DEVELOPMENT SMALL BUSINESS SOURCES SOUGHT ANNOUNCEMENT POSTED JULY 27, 2001 This sources sought notice extends the due date for receipt of capability statements responding to the Sources Sought Announcement posted July 27, 2001, for the Bioinformatics Integration Support Contract. The due date is hereby extended to Monday, August 20, 2001, 3:30 p.m., EST. All other information in the original Sources Sought Announcement detailed below remains unchanged. =20 The cite number for the original CBD Sources Sought Announcement (dtd 7/27/01) is D-208 SN50T213. -- -- -ORIGINAL SOURCES SOUGHT ANNOUNCEMENT -- -- - THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO SOLICITATION IS AVAILABLE AT THIS TIME. BASED ON RESPONSES RECEIVED FROM THIS SOURCES SOUGHT, THIS ACQUISITION MAY BE SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE, NAICS CODE 541710, WITH A SIZE STANDARD OF 500 EMPLOYEES. As a result of lessons learned from the previous Sources Sought Announcement (dated 4/5/01) about the (a) scientific nature of the project and (b) community of vendors capable of meeting the requirements, the purpose of this Announcement is to emphasize the scientific expertise required for this project as represented by the 541710 NAICS code. The Division of Allergy, Immunology and Transplantation (DAIT), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) is conducting a market survey to determine the availability and capability of small business firms able to establish a Bioinformatics Integration Support Contract (BISC). The NIAID places a high priority on integrating advanced computer and engineering technologies into its core research activities and strives to make scientific data widely useful and readily available to the clinical and basic science research community. With that in mind, the Bioinformatics Integration Support Contract will provide information technology support in the production, analysis, curation, archiving, and exchange of genomic and proteomic data, as well as other basic scientific and clinical data. This contract will support a diverse community of NIAID-funded clinical and basic researchers, engaged in a wide range of research activities. It will enable scientists to easily access, generate and exchange complex genomic and proteomics data sets of high quality with the assurance that these data are portable, interoperable, and survivable over time. When the need arises, the Contractor will be expected to: (1) provide ongoing scientific advice in the areas of proteomics and genomics to a large, heterogeneous research community, including the local analysis and curation of data; (2) lead large-scale projects for systems design and data integration projects in a life sciences research and clinical setting; (3) develop new scientific software relevant to this genomic and proteomics domain; (4) manage and maintain a system for data collection, archiving, and redistribution in a life sciences scientific research setting; (5) develop and implement a system for assessing requirements and monitoring system performance in the life science research environment being supported; and (6) develop a system to serve the data analysis and management requirements of a large, heterogeneous, and widely distributed research community. The Contractor must: (a) possess knowledge and advanced credentials in clinical and basic biomedical research and documented ability to translate that knowledge into information systems which improve life science data acquisition, analysis and dissemination; (b) possess knowledge and advanced credentials in statistics and all the life sciences relevant to immunology research; (c) possess knowledge and advanced credentials in laboratory automation, including knowledge of laboratory information management systems (LIMS) and all other computer-based methods of data collection and management; (d) possess knowledge, experience, and advanced credentials in artificial intelligence and the widest range of computer-based algorithmic approaches to querying and analyzing data; (e) possess knowledge, experience, and advanced credentials in the bioinformatics and chem-informatics support required to generate, analyze, and curate life science research data of all types; (f) possess knowledge, experience, and advanced credentials in systems integration, software engineering and project management methods; (g) demonstrate project and intellectual leadership in all of the above; (h) demonstrate active and extensive involvement in the scientific communities that are currently conducting clinical and basic research in allergy, immunology, and transplantation; and (i) demonstrate ability to lead large-scale projects for systems design and data integration in a life sciences research and clinical setting, including the demonstrated ability to gain consensus for a scientific rationale or an engineering approach relevant to the project. Information submitted in response to this announcement should explain the capacity, technical ability, and track record of the offeror specifically and only as is relevant to the above six (6) task requirements. Organizations should also provide information that allows the NIAID to assess the knowledge, experience, and business model of the organization as it pertains to this requirement.=20 It is anticipated that this project will occur in two phases. Phase I will include the completion of a systems analysis and requirements assessment resulting in a working prototype of a system for distributed scientific data management. Phase II will involve the full-scale implementation and operation of the bioinformatics integration support system conceived and approved under the Phase I contract. It is envisioned that Phase I will result in multiple awards and encompass a 12-month period of performance. At the end of Phase I, each Phase I Contractor will submit a proposal (in both written and oral presentation forms) to perform Phase II of the project. These proposals will be reviewed by the NIAID. It is anticipated that one Phase II contract will be awarded for a period of six (6) years. The level-of-effort is estimated at 7,800 hours per contract in year 1 (Phase I) and 22,880 hours per year in years 02-06 (Phase II). =20 Interested small business organizations that believe they possess the capabilities necessary to undertake this project should submit two (2) copies of their capability statement addressing the areas cited above, to be received no later than 3:30 p.m. local time on August 13, 2001, to the attention of Cyndie Cotter at the address listed above.
