Description

The Office of Naval Research (ONR), as executive agent for the Expeditionary Logistics, Future Naval Capabilities, is soliciting proposals for technical research into whether or not skin-to-skin connected replenishment is a feasible capability for the US Navy. Proposals are sought from all available sources to include Industry, Institutions of Higher Education (IHE), Non-Profit Organizations, Federally Funded Research and Development Centers (FFRDCs), and Government Laboratories. Teaming and or partnering is highly encouraged. Requirements: Research must focus on the feasibility of skin-to-skin connected replenishment for ships in the sea base, including the Maritime Preposition Force (Future) (MPF(F)), T-AKE and other Combined Logistics Force (CLF), Amphibious Readiness Group (ARG), combatant vessels, and commercial container and Roll On/Roll Off (Ro/Ro) ships in conditions at a maximum of sea state 5 and a minimum of sea state 3. If feasibility is determined, the remainder of the research will be in the technologies, products, and methods that are most practical, transitionable, and cost effective. Research should include defining any circumstances under which skin-to-skin connection replenishment will not be practicable. Emphasis will be on technologies, products, and methods that will allow ships of the sea base (as defined above) to transfer solid and liquid cargoes while connected skin to skin in conditions at a maximum of sea state 5 and minimum of sea state 3. Research may focus on topics such as crane technology, fendering technologies or techniques, fuel transfer adaptations, securing technologies, and environmentally safe surfactants. Offerors may propose to apply technology solutions to all aspects of the problem, including operations between ships of widely varying sizes. Small businesses and non-traditional Department of Defense performers are encouraged to submit proposals. Due Dates: One paper copy and two electronic copies on two separate discs are due no later than 2:00 PM, Eastern Daylight Time, on Tuesday, 25 September 2001. Proposals submitted in response this BAA should be addressed to the Office of Naval Research, 800 North Quincy Street, Arlington, VA 22217-5660, Attention: Jennifer Schoen, Code 253, Room 720. Electronic copies shall be submitted in a Microsoft Office format on either two 3.5" floppy disks or two 100MB Iomega Zip disks. Each disk shall be clearly labeled with BAA 01-023, Skin-to-Skin Connected Replenishment, name of organization, and proposal title (short abbreviated title recommended). Proposals may not be submitted by fax or e-mail transmission. Any proposals submitted by fax or e-mail transmission will be discarded without notice. The Government will acknowledge receipt of proposals by e-mail. Proposals submitted in response to this BAA will not be returned, and each offeror will be notified of its selection status. Award Information: Traditional FAR-based contract awards are anticipated. However, the Government reserves the right to award grants, cooperative agreements, or other transaction agreements to appropriate parties, should the situation warrant use of a non-procurement instrument. (This research effort does not meet the requirement for use of a Section 845 other transaction agreement.) Proposals submitted by a consortium or team require Articles of Collaboration, signed by all members, prior to execution of the agreement by the Government. The Articles shall define the interaction and commitment of the proposed partners. Proposals must specifically cite this Broad Agency Announcement (BAA 01-023) on the proposal cover page. The Government reserves the right to make none, one, or more than one award for each technology area of interest. Proposals will be protected from unauthorized disclosure in accordance with FAR 3.104-5 and 15.207. Government personnel will perform the evaluation of the proposals. Restrictive notices notwithstanding, one or more support contractors may be utilized as subject matter experts and required to handle the proposals submitted in response to this BAA. The support contractor will not be involved in the technical evaluation or selection of proposals for award. Each support contractor's employee having access to the proposals submitted in response to this BAA will be required to sign a non-disclosure statement prior to receipt of any proposal submissions. The North American Industry Classification (NAICS) code for this solicitation is 54171 (which correspond with the Standard Industrial Classification code of 8731) with the small business size standard of 500 employees. No portion of this BAA has been set aside for small businesses, veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, women-owned small businesses, or historically black colleges and universities or minority institutions; however, their participation is encouraged. Other Information: This announcement, in conjunction with the information provided in the web address provided above, constitutes a BAA as contemplated in FAR 6.102 (d)(2)(i). A formal Request for Proposals (RFP) or other solicitation regarding this announcement will not be issued. Requests for the same will be disregarded. ONR will not issue paper copies of this announcement. All responsible sources may submit a proposal, which shall be considered under these guidelines by the Office of Naval Research. This BAA provides no funding for direct reimbursement of proposal development costs. Proposals will not be returned.
