Description
This is a combined synopsis/solicitation for commercial items issued by the Contracting Office, Offutt AFB, NE and prepared in accordance with the format in Federal Acquisition Regulations (FAR) document subpart 12.6 as supplemented with additional information included in this notice. Purchase Request numbers AFWAGTWAPS01 is being issued as a request for proposal (RFQ). FAR 52.232-19 Availability of Funds (Apr 1984) Funds are not presently available for this contract. The government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. All applicable provision and clauses are included in the actual solicitation that can be found at www.eps.gov under EPS for Vendors, USAF-Offices, Air Combat Command-Locations, 55 CONS Offutt AFB ? Posted Date. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please refer to the above mentioned web page for the actual solicitation. The government intends to issue a purchase order for software and hardware maintenance services to support HQ AFWA Global Theater Weather Analysis and Prediction System (GTWAPS). Please acknowledge all requirements on quotations. Please indicate FOB destination on quote. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Evaluation will be based on best value including cost and ability to meet requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. SOFTWARE AND/OR HARDWARE MAINTENANCE SERVICES=20 HQ AFWA Global Theater Weather Analysis and Prediction System (GTWAPS) The Contractor shall provide software maintenance and/or hardware maintenance services for HQ AFWA GTWAPS. This support provides Monday-Friday 8 hour support (nominally 0730 ? 1630L, except Federal holidays) and on-call services available 24x7x365 with 30 minute or less response time (on-site within one hour of notification). Level of effort should be consistent with a system which has entered the deployment and operational support phase (a.k.a. sustainment) of system evolution.=20 SOFTWARE MAINTENANCE The Contractor shall perform software maintenance (corrective, adaptive, and enhancement) for the GTWAPS including troubleshooting, problem identification and resolution, and enhancements to the current system capabilities. These enhancements shall primarily result from changes external to the GTWAPS (e.g., interface change or data source change; integration and implementation of improved scientific algorithmic enhancements; or configuration file changes for data sets produced or ingested.) Related functions (e.g., configuration management, test, etc) (commonly "corporate best practices") shall be performed to maintain/update the system baseline. =20 HARDWARE MAINTENANCE The Contractor shall perform hardware maintenance to include all actions, parts, and equipment necessary for repairing or restoring to operation GTWAPS. The Contractor shall provide total maintenance to include, but not limited to, all inspections, diagnostics, preventative and corrective maintenance, cleaning, servicing, lubricating, replacing parts, troubleshooting, repairing, bench checking, reassembling, testing, calibrating, and conducting of operational checks to correct malfunctions and verify the adequate and proper serviceable condition of any component, system, or subsystem. The Contractor shall establish service agreements with the Original Equipment Manufacturers. To ensure operability of any replacement components, the Contractor shall perform system testing. All maintenance actions shall be IAW Government approved technical documentation. For equipment under manufacturer?s warranty, the Contractor shall place all maintenance calls to the hardware vendor, be the Government?s point of contact with the hardware vendor, and be responsible for all security while the maintenance vendor is performing maintenance actions. The contractor shall prepare and process requests for the assignment, delegation, or revision of nomenclature for specified deliverable hardware on a system/subsystem level, and properly document nomenclature when approved. The Contractor shall provide provisioning data as needed for those spares to be stock listed. CLEARANCE Software and hardware maintenance services personnel shall possess a minimum of DoD Secret security clearance. The software and hardware maintenance services personnel shall function as part of a multi-vendor team in the complete GTWAPS system sustainment role. The HQ AFWA IBM clusters includes ~650 processors configured into over 200 nodes. =20
