Description
The National Park Service is seeking a contractor to provide all equipment, materials, labor, transportation and all other services necessary to perform mechanical fuel reduction at Cowpens National Battlefield, Cherokee County, South Carolina. The purpose of this project is to reduce heavy fuel loads in the park to reduce the risk of a catastrophic fire event that would affect park neighbors as well as cultural and natural resources of the park. Contractors will be required to remove underbrush as well as selective removal of standing timber, ground debris, slash from cutting and stump grinding. Products designated for cutting, chipping, or removal will have been identified. The government makes no guarantees as to the actual volume subject to removal. A standing timber cruise has not been performed. There will be three phases for this project. The phases will be stated in the solicitation as a Base Bid and two(2) additives. The area estimated for the Base Bid will be 224.08 acres located inside the perimeter of the auto tour of which an estimated 103.37 acres are thicket and brush. The area estimated for additive one will be 7.06 acres located outside the perimeter of the park along highways 11, 110, Hayes, Bonner and New Pleasant roads. The area estimated for the additive two is estimated to be 400 acres which is the remainder of the park and consist of mixed forest and underbrush. The North American Industry Classification System (NAICS) Code is: 113310. Award in the best interest of the Government may be made on the Base Bid and any combination of additive bids for which funds are available at the time of award, provided that award on such combination of bid items does not exceed the amount offered by any other conforming responsible bidder for the same combination of bid items. There will be a pre-bid meeting held on September 11, 2001 @10:00AM. All interested parties are encouraged to attend. All requests for the solicitation package shall be in writing only.
