Description

The Internal Revenue Service intends to negotiate on a sole source basis with Power Systems and Controls, 3206 Lanvale Avenue, Richmond, Virginia, 23230. The acquisition is for maintenance service for two 500kva Uninterruptible Power Systems for a base year and four one-year options. The Government intends to contract for maintenance with the contractor that installed the system's which knows the unique alterations that were made to make the systems functional. Also, the solid state logic in the modules is proprietary technology owned by Power Systems and Controls. This is a notice of proposed contract action and not request for competitive proposals; however, all responsible sources may submit a written capability statement within 45 days of the date of this notice which will be considered by the IRS. At a minimum, capability statements must include a complete listing of all offered items with pricing, detailed specification to address each of the Government's minimum requirements, and any other technical evaluation of the offer. Replies to this notice received without the required information will not be evaluated. See Note 22.
