Description

The US Environmental Protection Agency (EPA) intends to negotiation on a sole source basis with TWI, Incorporated, 468 Queen Street Est,, Toronto, Ontario for providing Diversity Training. The contractor shall provide 27 training sessions, 800 copies of the book "Diversity at Work -- A Business Case for Equity", a summary of participant discussion points from each training session, and a final report with recommendations for future actions. Training sessions will be conducted at EPA facilities located in Narragansett, RI, Research Triangle Park, N , Chapel Hill, NC, Gulf Breeze, FL, Corvallis, OR, and Newport, OR. The period of performance is from date of award through April 30, 2002. EPA believes that TWI, Incorporated is the only source capable of satisfying this requirement. The circumstance permitting "Other than full and open competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". All interested parties who believe they can provide the required services should submit a written proposal within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) Code 611430, which has a size standard of $5 million to qualify as a small business, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
