- ADVANCED SYNOPSIS: Project # TMKH 97-1063, Addition/Alteration of Enroute=20 Support Facility, Pope AFB, NC Description: The work covered consists of furnishing all plant, labor, equipment, materials, and supplies and of performing all operations in connection with Addition/Alteration of Enroute Support Facility. It includes enclosing of the existing mezzanine to create additional second floor office space. The new second floor space will consist of four offices, an open office area, and a mechanical and electrical room. The space will be fit up with carpet, lay in ceiling, HVAC and telephone and computer jacks; rework the existing stair into a straight run stair that opens into the new second floor space; new second floor space will connect to the existing second floor with a new corridor located against the outside wall of the stairwell; provide for the demolition of two overhead doors and frames for relocation and the infill of the masonry openings; selective wall demolition for installation of new interior personnel doors; demolition and the replacement of PCC pavement; 2300 SF addition for storage; relocation of two overhead doors into the new masonry walls of the new addition; provide unit heater and ventilation addition and provide 600 SF of securable storage containers at the site. All work shall be in strict compliance with the specifications and drawings. A firm-fixed price contract is contemplated. This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 10 calendar days of this notice. As a minimum, the following information is required: (a) a copy of the certificate issued SBA of your qualifications as a HUBZone concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollars amounts, and points of contacts and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. A decision on whether this requirement will be pursued as a HUBZone small business set aside or on an unrestricted basis, will be posted on EPS within 5 calendar days after the 10 calendar days have expired. The project magnitude is estimated between $500,000.00 and $1,000,000.00. The applicable North American Industry Classification System (NAICS) code is 233310 with a small business size standard of $27,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Past performance is significantly more important than price. It is anticipated the solicitation will be issued electronically on or about 12 Sep 01 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from DUN and Bradstreet. Registration may take up to three weeks to process.
