Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Item 1. Quantity 1 EA; Dynamic Thermal Mechanical Analyzer (DTMA), Part number DMTA-V/DMTA-CRYP or equal, with the following specifications: 1. Instrument shall be capable of isothermal as well as heating and cooling experiments. Temperature range of -150 to 600 C. Instrument is to be supplied with cryogenic and furnace options to control temperature over the temperature range. Heating rate of 0.1 to 60 C/min Cooling rate of 0.1 to 20 C/min 2. Load range 0.1g (nominal 0.001 Newton) to 1.5 Kg (nominal 15 Newtons) in compression. Shall provide a feature to zero out the loading on the sample. 3. Static displacement measurement range of 0.0001mm to 20 mm. An instrument dynamic amplitude range of 0.0005 mm to 0.1mm. Displacement measurement resolution less than 5 nanometers. . 4. Shall be capable of static (TMA) experiments with the following test modes: Temperature scan (constant heating rate), Stress control to allow for constant stress testing, Compressive load control to allow for constant load testing, Strain control to allow for constant strain testing, 5. Shall be capable of dynamic (DMA) mechanical testing of materials over a broad modulus range. Temperature scan (constant heating rate), Time scan Frequency scan Dynamic strain scan Shall have dynamic frequence range of at least 0.01 to 200 Hz. 6. Shall be capable of the following modes of operation: Constant force with isothermal compression test, Constant force with isothermal tension test, Constant force with temperature ramp compression test, Single frequency with temperature ramp viscoelastic response measurement, Frequency sweep with temperature ramp viscoelastic response measurement, Frequency sweep with temperature step and hold (isothermal) viscoelastic measurement, Strain sweep with isothermal viscoelastic response. 7. Instrument to be supplied with test fixtures for 3 point bending, cantilever, tensile, shear sandwich, and parallel plate compression experiments. 8. Purge gas (Ar, N2, He) capability/compatibility. 9. Operating software controlling the instument shall run on a (user supplied) PC computer, under Windows NT or Windows 95 or 98. The software shall be capable of performing multi-tasking and multimode capability to allow the simultantous instrument control, calibration, display of analyzer status, data acquisition, routine data analysis, and storing of data. Software shall provide: graphical display of data curves and calculations save graphic images in a standard format. export of DMTA data as raw data in ASCII or spreadsheet format. Data output available: time, temperature, position, static force, frequency, amplitude, stress, strain, modulus, tan delta. 10. Instrument is to be supplied with operation manuals, software, interface cards, and cables to interface with a PC. 11. The instrument should have the capability to operate in any orientation (including horizontal, vertical, or inverted positions), being gravity independent. The provisions and clauses in the RFQ are those in effect through FAC 97-27. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334516 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to MSFC is required within 45 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by COB August 24, 2001 and may be mailed or faxed to PS32-W/Pam White, (256) 544-0337, fax (256) 544-9354 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Balance of Payments Program -- Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement.
