Description

NASA/GSFC plans to issue a Request for Quotation (RFQ) for Proposal Manager for the GeoTRACE proposal. The proposal will consist of multiple sections (sciency, implementation, management, cost and education and public outreach) in a conside format. The team members are geographically distributed and their inputs are interraled, so it is desired to have a Proposal Manager (PM) to manage the inputs, ensure consistency, coordinate Goddard-required reviews, and perform final re-writes with the PI and Godddard scientist. The PM shall also attend regular proposal-manager meetings held by the Directorate Proposal Manager to maintain cognizance of Center-wide strategies and related issues. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Barney Gorin and Associates, Gaithersburg, MD. The GeoTRACE Proposal Manager position development effort reuqires an intimate and completely up-to-date knowledge of all aspects of the GeoTRACE mission, including but not limited to access to space issues, mission design-to-cost constraints, and the ability to coordinate the GeoTRACE proposal development activities at two NASA Centers, a univeristy and industrial partner. Barry Gorin and Associates have the expertise required to complete the proposal on time based on previous work they have done in this field and past support they have provided to the GeoTRACE mission. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 27, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communicationsare not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
