Description
This solicitation may result in multiple contracts for Construction Management Support Services for Arkansas, Louisiana, Oklahoma and Texas. Work includes, but not limited to design consultation and review, value engineering, construction award analysis, project management, progress scheduling, monitoring and management. Contractors monthly pay application review and approval, progress surveillance, cost estimating, surveillance of quality assurance, inspection of construction, administration of contract documents, preparation and negotiations of modifications, issurance and coordination of RFI's and records and claims analysis. The construction management support service contract will be used for, but not be limited to, new construction owned projects, new construction leased projects and renovation and alteration projects. Individual work orders will be issued and negotiated for each project. The base period of the contract will be for two years and the contract may be renewed for three one-year option periods. The total amount of the work ordered over the five-year period may not exceed $5,000,000.00. Responses are desired from firms who specialize in construction management and can demonstrate successful construction management of multiple new construction and repair and alteration projects at one time that range in value from $100,000.00 and in excess of $5,000,000.00. Accordingly selection will depend on the adequacy and completeness of information submitted in response to this solicitation. The Postal Service has assigned relative value to the following list of criteria. Thus the greater degree of expertise reflected by your response to each element, the greater the relative value awarded to your firm. (a) Construction Management Experience, including clear demonstrated performance in managing projects to be completed on time, within budget and a high quality project, maximum score 25 points; (b) Personnel Qualification Standards, maximum score 20 points; (c) Negotiations and Cost Control expertise, maximum score 20 points; (d) Management Approach, maximum score 15 points; (e) Staffing Resources, maximum score 10 points; (f) Claims Resolution Expertise, maximum 10 points. Selection of the highest qualified Construction Management Support Services team/s shall be a three-step process: (1) Review of technical submittal to determine the highest qualifed firms. (2) Evaluation committee will visit the highest qualified firm's office for the purpose of a presentation by Offeror's key personnel team and interview by the evaluation committee. (3) All cost proposals shall remain unopened and safeguarded until all technical proposals have been evaluated and presentation and interviews completed and evaluated. The cost proposal will be opened and evaluated after steps 1 and 2 are completed. A minimum of one week's notice will be given prior to any office visit. Only those firms whose technical proposals are determined the highest qualified, will be identified to the Contracting Officer. The technical proposal will be evaluated by a USPS committee of no less than two members. The technical proposal will be ranked numerically by each evaluator, using the factors and point values as shown above. This ranking will be used to establish a list of firms whose technical proposal is determined highest qualified. The presentation and interview at the Offeror's office will be ranked numerically by each evaluator, using the factors and point values listed above. The cost proposal and technical evaluation will be used to determine the best value for the U.S. Postal Service.
