Description
The Presidio Trust, a Federal government corporation, is soliciting statements of qualifications from qualified law firms and lawyers to perform legal services in the area of historic rehbilitation tax credits. The Presidio is a National Park and a National Historic Landmark. Under The Presidio Trust Act (16 U.SC. section 460 bb, appexdix), the Trust may enter into arrangements with outside investors for funding the rehabilitation of historic structures at the Presidio. As part of their return on investment, the outside investors may be eligible to receive tax credits as provided in the Internal Revenue Code and implementing U.S. Treasury regulations. The firm/attorney(s) selected to provide legal services under this contract may be required to advise, assist and represent the Trust in a variety of ways including research, negotiation, preparation of documents, and structuring sohisticated transactions to allow the Trust to take advantage of the tax credit program. The Trust anticipates awarding a contract with one base year plus four option years. Minimum qualifications include: Membership in the Bar of one of the fifty states or the District of Columbia Submittals will be evaluated based upon criteria set forth in the Request for Qualifications (RFQ), including but not limited to: (a) Demonstrated expertise in the law of historic rehabilitation tax credits; (b) Knowledge of related legal, tax, financial and business issues; (c) Experience representing both sides of limited liability companies formed under the tax credit program; (d) Expertise in historic rehabilitation tax credit programs involving governmental entities and non-profit organizations; (e) Depth of staffing: how many attorneys are knowledgeable and available at the partner level and how many at the associate level; (f) Familiarity with the laws controlling federal agencies; (g) Proposed price; and (h) Past Performance, including references. The Presidio Trust is a wholly owned federal government corporation and is not subject to the Federal Acquisition Regulation (FAR).
