Description
Work consists of subsurface survey investigations and obstruction removal of abandoned petroleum, processed oil and fuel pipes, utilities, possible underground storage tank and other obstructions and debris; installation of pipeline plugs or caps; utility relocation coordination; well decommissioning; dewatering process, oil/water separator and oil boom system installation, operation and maintenance; cutoff wall test section installation, testing and sampling; and construction of approximately 380,000 square feet of vertical barrier cutoff wall capable of achieving a permeability no greater than 1x10-7 cm/sec over a horizontal distance of 30 inches. The work will be performed in conditions which contain hazardous and/or contaminated materials regulated under various Federal and state laws and regulations, including but not limited to, the Resource Conservation and Recovery Act and the Toxic Substantive Control Act. The investigation, removal, capping and plugging of subsurface obstructions, well decommissioning, and the test section will be completed prior to start of the cutoff wall construction. The work includes optional bid items for part of the obstruction investigation and inspection trench, and part of the cutoff wall installation. This is a Request for Proposal and offers will be evaluated on the following factors: (1) Specialized Corporate Team Experience, (2) Individual Personnel Experience, (3) Past Performance, (4) Project Organizational Chart, (5) Proposed Layout of Work, (6) Small Business Utilization, (7) Subcontracting Plan for Large Business (if Applicable), and (8) Price. Factors (1) through (7) are of equal importance and award will be made to the lowest priced, technically acceptable offer which satisfies all of the evaluation factors. The estimated cost range for this project is $10,000,000 to $25,000,000. This project will be available on approximately 31 August 2001 and proposals will be due on 15 October 2001 at 1630 hours local time. THIS PROJECT IS AVAILABLE ON COMPACT DISK ONLY.
